Job Description

Duties

As a IT Specialist (ISSO), you will:

  • Support security programs designs to anticipate, assess, and minimize system vulnerabilities, coordinating the implementation of security requirements across platforms and establishing vulnerability reporting criteria.
  • Provide assistance in the execution and management of the Risk Management Framework (RMF) for Information Technology (IT), National Institute of Standards and Technology (NIST), Federal Information Security Modernization Act (FISMA), Department of Transportation, and the Federal Motor Carrier Safety Administration risk management and accreditation programs.
  • Review and evaluate security incident response applications and activities related to the detecting, preventing, and resolution of security breaches.
  • Execute Compliance and Vulnerability Management, Incident Handling & Response, Continuity of Operations Plan (COOP), Disaster Recovery Plan (DRP), Risk Management Framework (RMF) Assessment and Authorization Processes, Physical Security, and Cybersecurity/ Information Assurance Workforce Management.
  • Plan and direct the cybersecurity functions involved in acquisition and delivery of IT capabilities to the FMCSA program offices. Serve as an Information Systems Security Officer (ISSO) through the full system development lifecycle for all IT systems. Oversee unclassified enclaves and systems within FMCSA’s accreditation boundary.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience independently producing security documentation, including but not limited to System Security Plans (SSPs), Privacy Impact Assessment (PIA), FIPS 199, System of Record Notices (SORNs) and Continuity of Operations Plans.
  • Experience implementing IT security policies and guidance, including but not limited to NIST Special Publication (SP) 800-53, NIST SP 800-53A, NIST 800-137, FIPS 199, OMB Circular A-130 and FISMA to apply total infrastructure protection methodologies; system security certification and accreditation requirements; and Federal information systems protocols.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Information Assurance - Knowledge of methods and procedures to protect information systems and data by ensuring their availability, authentication, confidentiality, and integrity.

Information Systems Security Certification - Knowledge of the principles, methods, and tools for evaluating information systems security features against a set of specified security requirements. Includes developing security certification and accreditation plans and procedures, documenting deficiencies, reporting corrective actions, and recommending changes to improve the security of information systems.

Information Systems/Network Security - Knowledge of methods, tools, and procedures, including development of information security plans, to prevent information systems vulnerabilities, and provide or restore security of information systems and network services.

In addition to meeting the above described specialized experience requirements, your IT experience will be evaluated and be expected to include described experience in the following competencies:

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

REMOTE WORK: This position may be eligible for Remote Work. Remote work is an arrangement in which an employee works at an alternative worksite (e.g., from home) and is not expected to report to the office to work. Remote work location will be determined upon/after selection and may affect locality pay. If selected as a remote work position, must have access to high speed internet and cell phone service meeting current Agency standards from the approved work location within the Contiguous United State and sign a remote work agreement. The difference in salary is determined by the locality pay in each location.
