Job Description

Duties

The IT Cybersecurity Specialist (INFOSEC)'s duties include:

  • Developing short and long-range policies, plans, and procedures to authoritative technical advice, guidance, and recommendations to management and other technical specialists on critical IT security issues.
  • Working with system personnel such as system owners, program managers, data owners, and developers to remediate discovered vulnerabilities in a timely manner.
  • Developing, implementing, and coordinating activities designed to ensure, protect, and restore IT systems, services, and capabilities; monitor and evaluate systems’ compliance with IT security requirements.
  • Assisting the ISSM with planning for, designing, developing, and implementing security processes, policies, and systems to meet the objectives of PHMSA and departmental policies and strategic plan.
  • Providing support to the PHMSA Cybersecurity Program through knowledge of departmental Information Technology (IT) initiatives.
  • Assisting in Incident Response capabilities by creating and managing tickets in the IR portal, as well as acting as a liaison to system personnel for remediation actions from the DOT SOC.

The ideal candidate for this position is an experienced Information Technology professional with specific education and background in the information assurance/security field. Ideal qualifications would include a Bachelor of Science degree in Information Assurance or Cybersecurity, and experience with vulnerability scanning (deployment and reporting), incident response (managing tickets and remediation actions), and change/configuration management controls. Responsibilities would revolve around supporting PHMSA and DOT IT security program management to include auditing, security reviews, risk mitigation, contingency planning, risk management, forensics, and security awareness and training as related to Federal guidelines including the Federal Information Security Management Act (FISMA). Knowledge of FISMA and other Federal and DOT IT Security policy and guidelines, as well as the Federal acquisition process, is highly desirable.

CONDITIONS OF EMPLOYMENT:

  • SECURITY CLEARANCE: You must be able to obtain and retain a Secret security clearance.

  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience planning, designing, developing, and implementing security processes, policies, and systems to meet the objectives of the agency’s policies, principle, regulation and strategic plan.
  • Experience troubleshooting security threats and vulnerabilities incidents and ability to recommend solutions for the problems.
  • Experience with IT security systems implementation and maintenance that are applied to applications and assessing the security effectiveness of installed systems based on analysis of reported security problems.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience managing and/or leading workers performing cybersecurity work (i.e., Incident Management and Remediation, Risk Management, Security Assessments and Authorizations, Training, etc.).
  • Experience managing and/or administering an IT Security Program for an organization.
  • Experience and training in performing system security assessments, identifying security deficiencies and recommending cost-effective security controls.

  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
