Job Description

Senior Advisor to the Deputy Executive Commissioner for the HHS Office of Data, Analytics, and Performance.
Under the direction of the Deputy Executive Commissioner (DEC) of the Office of Data, Analytics, and Performance (DAP) the Senior Advisor is responsible for performing highly advanced (senior-level) professional administrative, analytic, planning, strategic, and advisory work for DAP. The Senior Advisor will coordinate closely with the DAP leadership team to manage and operationalize efforts to further the strategic goals of DAP; align departmental structure and resources to achieve strategic priorities; monitor performance of DAP projects; and manage and oversee internal policies and procedures, communication flows, and interactions with senior executive leadership as well as with other divisions of the agency. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions:
EJF 1: 25% Implements the vision and strategic direction of the DEC and DAP leadership team by ensuring goals, objectives, and values of DAP are central to operations across the department. This work requires close collaboration with each member of the DAP leadership team to support and promote department priorities and align them with overarching DAP strategy. Will also include advising the DEC on development and implementation of department wide strategies for resource allocation, organizational alignment, etc.
EJF 2: 25% Designs and implements effective operational and communication workflows, processes, and policies, to develop and maintain a seamless and efficient internal infrastructure.
EJF 3: 20% Reviews, provides feedback on and/or approves project management documents, internal memos, and project proposals in accordance with DEC direction and delegation. Compiles and drafts DAP operational documents (e.g., Quarterly Operational Plans, Departmental Updates, etc.).
EJF 4: 20% Creates executive memos, presentations, project plans, and other executive level and legislative briefing/implementation documents for the Deputy Executive Commissioner, in coordination with and/or under the supervision of members of the DAP leadership team. Tracks and monitors progress on DAP project plans and assignments, ensuring timelines are met and coordinating with internal and external stakeholders to advance division goals and objectives.
EJF 5: 10% Frequently participates in high-level project meetings, strategy sessions, etc. with DAP staff, program executives, and other internal and external stakeholders. At the DEC’s discretion, this work may periodically involve being assigned to attend high-level meetings with executive staff and other key stakeholders (e.g., legislative staff, vendors, etc.).

Ability to work independently as well as lead teams through complex projects and initiatives.
Strong attention to detail and accuracy.
Apply critical thinking and display an ability to design systems that detect and prevent recurring, operational-critical issues.
Knowledge of state and federal laws, regulations, and rules.
Skill in identifying problems and reviewing related information to develop and evaluate options and implement solutions; in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and in reconciling differences.
Ability to formulate, coordinate, and establish policies and procedures; to conduct research; to interpret and apply laws; to summarize findings; to communicate effectively; and to plan, assign, and/or supervise the work of others.

Initial Selection Criteria:
Graduation from an accredited four-year college or university with major coursework in business or public administration, finance, economics, political science, or law.
Graduate Degree in a related field is preferred. Experience with state and/or federal legislative and political matters is preferred. Experience with public-sector management preferred.
