Job Description

The Office of Legislative Services (LS), a non-partisan office serving the Utah Legislature, is seeking a high-performing, self-directed, and experienced Human Resources/Payroll Specialist who can perform payroll and human resources support tasks. This person will perform a wide variety of these tasks for various offices, staff, and functions, as well as creating and solidifying foundational practices. This position reports to the Legislative Services Administrator and works closely with human resources, legislative finance, administration, printing, and IT.
The Office of Legislative Services was created to consolidate internal support functions under one office, to provide expert internal support services for the branch, create efficiencies and economies of scale, and provide consistent processes and practices, while freeing up other staff to focus on their core missions. LS adds new services regularly, and LS jobs and tasks can change frequently. We are looking for someone who not only excels in the duties assigned, but is also adaptable to frequent change, is willing to learn new things, and has exceptional customer service skills. The job duties listed in this announcement likely will be modified over time as new services are added, workloads adjust, attrition occurs, or other factors. Example of Duties

  • Other duties include assisting the HR Team with all other aspects of the HR function and serving as back-up when needed; creation of filing systems, forms, processes and procedures, policies, and workflows; communication; ad hoc work groups and projects; and relationship building with employees and external partners.
  • Serves as support to the Intern Coordinator by conducting onboarding and offboarding processes, paperwork, and system entry, coordinating orientation and other events, scheduling meetings, producing training and other materials;
  • Receives, researches and responds to incoming questions or complaints; provides information, explains policy and procedures, and/or facilitates a resolution.
  • Serves as support to the Training Coordinator by producing marketing materials for various types of training events, scheduling rooms, setting up virtual training opportunities, and tracking training compliance;
  • Performs statistical, econometric, and actuarial analyses; applies appropriate protocols in Processes payroll for legislative staff, including data entry, report analysis, and coordination;

Typical Qualifications

MINIMUM QUALIFICATIONS:

  • Must be able to work a limited number of extra hours during the legislative session and as needed throughout the year
  • Proficient with computers and software applications, including Microsoft Outlook, Word, PowerPoint, and Excel
  • Experience using payroll systems
  • Experience in a professional office setting
  • Must be non-partisan.
  • Prior experience and/or education in human resources, payroll, and/or benefits
  • Must have or be willing to obtain an HR certification, such as SPHR, PHR or similar

Additional Preference May Be Given For:
  • Experience with SAP
  • Knowledge of benefits offered by PEHP and URS.
  • Experience in human resources and/or payroll in a governmental agency

Supplemental Information

SALARY RANGE: The June 24, 2023, salary range for this job is $32.00 to $55.00 per hour. The selected candidate’s actual starting salary will be commensurate with their education and professional experience or will be adjusted from their current salary within the state system. This position is eligible for a full benefits package.
