Job Duties
The Department of General Services (DGS) makes it easier for government to do business and Virginians to do business with the government by providing a broad range of services to the citizens, the Commonwealth, and businesses. DGS has a diverse group of employees providing services ranging from laboratory services, real estate, procurement, fiscal, engineering, and more.
The Division of Real Estate Services, (DRES) supports state departments, agencies and institutions and their public missions by providing high quality real estate that is cost effective and functionally efficient, and to manage the Commonwealth’s broad real estate portfolio, ensuring compliance with applicable laws, policies, procedures, guidelines and best practices.
DRES is currently hiring two Manager positions. DR003 which will manage Owned Real Property and DR019 which will manage Leased Real Property. Applicants with KSAs related to both Owned and Real property are encouraged to apply to both.
Our Leased Real Property Manager position will serve as a liaison with assigned client agencies, coordinate and manage transaction negotiations, providing direction in developing and achieving strategic goals for acquisition of leased properties, and provide project management oversight with senior agency personnel, contracted real estate brokers and Division Transaction Managers to provide overall project management for multi-agency collocations, major tenant improvement construction and major agency relocations. This position helps ensure that client agencies receive timely real estate services and are provided the facilities they need at the most economical cost.
Minimum Qualifications
- Experience in negotiating and managing acquisition and disposal of commercial real estate interests including fee interests and commercial leases.
- Skill in use of PC's and ability to utilize real estate management software to maintain record; assess needs, and analyze and report trends in conjunction with use of MS Office products.
- Ability to perform complex financial analyses related to real estate transactions.
- Strong negotiating skills and ability to effectively present ideas and concepts to co-workers, agencies, managers and vendors.
- Ability to act decisively and accurately in advising and assisting client agencies and in managing staff.
- Solid analytical and organizational skills and ability to multi-task.
- Experience in analyzing commercial real estate transactions, including financials and transaction documents.
- Ability to manage real estate transactions from start to finish, including overseeing scheduling and construction of tenant improvements.
- Knowledge of laws, policies and guidelines governing conduct of real estate transactions by departments, agencies, and institutions of the Commonwealth of Virginia.
- Experience in use of PCs with word processing, spreadsheet and real estate management software.
- Knowledge of real estate principles, practices and laws.
- Highly developed verbal and written communication skills.
- Strong customer service skills.
- Experience in examining lease and license documents, title reports, surveys, property descriptions, appraisals, and environmental surveys and reports.
- Understanding of architectural, MEP drawings, and construction methods and materials.
- Ability to manage staff and foster a team environment.
Preferred Qualifications:
- Bachelor degree in Real Estate or related field such as Business Administration, Public Administration, Economics, Urban Planning or Real Estate Law or equivalent combination of training in the conduct and analysis of real estate transactions, or equivalent education/work experience.
- In supervising staff, particularly in a team environment
