Job Description

This position will develop, implement, and manage the "ADOT Leads Program" as part of the implementation and serve as the main point of contact for all participants. Work independently with ADOT Division leaders, department heads, and managers to develop, design, and facilitate organizational-wide professional development courses and learning interventions. Manage the content in the Learning and Development Center for leadership based training, knowledge transfer, and departmental specific practices. Manage the Linked-In-Learning system and provide direction and training to ADOT supervisors and employees on the system. Manage the QA/QC process for all programs under the #ADOT Leads Program, and all content in the Leadership and Development online system.

Job Duties:
  • Develop, Implement, and facilitate learning programs that meet employees' development and ADOT needs. Utilize the Learning and Development Center to maintain and evaluate the effectiveness of learning programs.
  • Management and promotion of the ADOT Leads program to include the organization and administration of all training. Ongoing data collection, constantly analyzing current programming and recommending changes as needed. Utilizing the new Learning Management System to maintain records and monitor effectiveness of the program.
  • Create learning content in the Learning and Development Center including researching relevant materials, writing content, and utilizing existing forms of media including podcasts, webinars, and Linked-In-Learning resources.
  • Conduct regular and ongoing meetings with leaders agency-wide to develop and design specific developmental training plans based on the needs of the team. Select courses, facilitate training, and provide direction.

Knowledge in


  • Methods and techniques for planning, designing, and developing instructional content.
  • How to develop strategic learning solutions that deliver measurable outcomes.
  • How to design and develop engaging learning experiences b tapping into different learning styles.
  • Criteria used to assess the quality and relevance of instructional content in relation to a desired learning or behavioral outcome.
  • Scheduling and time management principles.

Skill in

  • Facilitation skills including ability to engage audiences.
  • Flexibility and advocate of change with the ability to adjust quickly to changing priorities.
  • Excellent time management skills and attention to detail.
  • Dynamic delivery style to leverage video conference as one mode of training delivery writing to all levels of an organization.

Ability in


  • Effectively communicate orally and in writing for all levels of an organization.
  • Create training materials that develops a consistent learning experience
  • Ability to proactively communicate status of deadlines, blockers or challenges, and what is needed to hit deliverables
  • Ability to gain consensus with business partners and communicate recommended solutions.
Selective Preference(s):

3 or more years of experience in the Employee, Career, Organizational, Leadership, Professional Development field, Training and development, Organizational Development or related field. Experience in Learning Technology, the Transportation Industry, Database and computer Software Technologies.

Pre-Employment Requirements:

must possess a valid Arizona Drivers Licence and an acceptable 39 month Motor Vehicle Record.
