These Positions Are Located In The Health Resources And Services Administration, Bureau Of Health Workforce, Division Of Health Careers And Financial Support Within One Of The Following Branches
  • Nurse Corps Loan Repayment Branch
  • Nurse Corps Scholarship Branch
  • Health Careers Pipeline Branch
The duty location is Rockville, MD.
This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.
Major Duties
As a Lead Public Health Analyst, you will serve as a Team Lead providing technical expertise and guidance with responsibility for planning, coordinating, and evaluating assigned public health initiatives and programs.
Your Major Duties And Responsibilities Will Include
  • Writing briefing papers and provides background information containing the substance and context of sensitive issues for the Branch Chief and Division Director's attention and action/action.
  • Assisting in leading the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow and skill level.
  • Participating in the formulation of critical Bureau, agency and/or departmental policy and special initiatives related to aspects health workforce development programs.
  • Providing oversight for the development of reports, documents, and papers that address complex issues related to health workforce development.
  • Developing, analyzing, and evaluating new or modified program/management policies, regulations, goals, or objectives.

Qualification Requirements
Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
  • Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of a specialized public health program.
In addition to the above five Public Health competencies, in order to qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
Examples Of The Minimum Qualifying Specialized Experience Equal To The GS-13 Level Include The Following Types Of Tasks Performed On a Regular And Recurring Basis
  • Analyzing public health policies, programs, and procedures to increase the effectiveness of operations, products, or services.
OR
  • Analyzing and evaluating federal legislative regulations, policies, etc. related to public health programs to assess their impact on existing or proposed public health program activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

PUBLIC HEALTH - Knowledge of the principles, practices, and methods of administering public health programs to provide advice and technical assistance on the improvement of public health activities, including analysis and evaluation for public health programs at Federal, State and local government levels.
TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates, and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services.
