Culmen International, LLC is hiring a Language and Cultural Services Program Manager to provide support for the Department of Health and Human Services (HHS) Administration for Children and Families (ACF) Office of Refugee Resettlement (ORR).

Roles & Responsibilities:
  • Assign mentors to unaccompanied children and unaccompanied refugee minors who would benefit from a supportive adult and assist in connecting the mentor with the child.
  • Assist in recruiting culturally competent, child-friendly, and trauma-informed mentors and cultural navigators, particularly for priority cultural backgrounds and languages as determined by ORR.
  • Monitor successes and setbacks and work with the COR to resolve issues and initiate corrective actions, as appropriate.
  • Manage a team with a diverse array of talents, responsibilities, and cultural/linguistic backgrounds.
  • Develop a continuous quality improvement program for all staff contracted under this contract, including an evaluation method to assess vendor strengths and identify areas for improvement.
  • Ensure effective quality assurance focusing inwardly on the consistency of retained interpreters, translators, and mentors and outwardly on how the vendor interfaces with ORR and ORR designees (i.e., care providers, grantees).
  • Provide a monthly report as required contract
  • Provide regular updates to COR and ORR staff.
  • Manage third-party contributions and communication with stakeholders.
  • Ensure high-quality customer service, safety, and team member performance.
  • Manage a team of mentors to provide cultural and emotional support to unaccompanied children and unaccompanied refugee minors.
  • Ensure the delivery of new products or services is at the appropriate level of quality, on time, and within scope, in accordance with the PWS.
  • Provide weekly reporting on key metrics.
  • Manage a large annual budget and be a good steward of federal spending.
  • Orient and train recently recruited and onboarded mentors to ORR policy, child welfare best practices, and trauma-informed care.
Basic Qualifications:
  • Four (4) years of experience in language and cultural services support or other relevant work.
  • Must be able to pass background check from appropriate entity.
  • Required to work a flexible schedule to facilitate program services.
  • Must be computer literate with working knowledge of Microsoft Windows (Microsoft Word, Excel).
  • A bachelor’s degree in either linguistics, another language-related degree, or a human services degree.
  • One (1) year of full-time paid supervisory experience.
