Job descriptions are intended to present a broad and general range of duties which includes, purpose, responsibilities, and scope of work. Job descriptions are not intended to reflect all duties performed within the job.
DEFINITION:
Plans, assigns, supervises, and reviews the work of the water/wastewater laboratory technicians and water/wastewater environmental compliance inspection personnel. Coordinates test results with water and wastewater operational staff and performs administrative tasks for the laboratory. Coordinates City's Pre-Treatment, industrial monitoring, Cross Connection Control Programs and Regulations, and other local, state, and federal regulations.
DISTINGUISHING CHARACTERISTICS:
This is a supervisory position in the Water/Wastewater Division of the Public Works Department. This position is responsible for the water/wastewater laboratory at the White Slough Water Pollution Control Facility and for various State and Federally mandated programs involving water and/or wastewater laboratory skills and standards. It is distinguished from other supervisors in the Division by the special technical knowledge of laboratory procedures, industrial monitoring, pre-treatment regulations, cross connection control regulations, and state and federal programs.
SUPERVISION EXERCISED AND RECEIVED:
Receives general supervision from the Wastewater Plant Superintendent. Exercises general and technical supervision over laboratory and environmental compliance inspection personnel.

Examples of Duties

Duties may include, but are not limited to the following:
Plans, assigns, supervises, and reviews daily work of laboratory and inspection personnel;
Performs administrative duties pertaining to the laboratory such as staff scheduling, reporting, participation in personnel actions, record keeping, quality control/quality assurance, and assists in budget preparation and new equipment purchases;
Reports results of laboratory tests; advises and recommends changes; assists in evaluation of impact of new State and Federal regulations; conducts special studies as assigned;
Performs and supervises sampling and a variety of chemical and biological qualitative and quantitative tests of water and wastewater, and schedules private laboratory analyses for other samples which cannot be analyzed in the City's laboratory;
Develops procedures for water and wastewater testing, analysis, and sampling and for industrial waste monitoring and inspections;
Assures compliance with California Environmental Laboratory Accreditation Program (ELAP) standard related to water and wastewater content; monitors laboratory procedures for efficiency, recommends and implements changes as appropriate;
Leads in investigations of illegal discharges to wastewater and storm systems; participates in the implementation of the City's sanitary sewer ordnance including fats, oils, and grease (FOG) compliance;
Prepares a variety of data reports including reporting of State and Federal programs;
Prepares annual industrial wastewater bills;
Maintains and repairs laboratory equipment, fixtures and samples;
Prepares laboratory supply and equipment order lists;
Conducts training programs for operators, laboratory technicians and inspectors;
Performs other related duties as required related to the operation of the department and the City including additional duties that enable the department and the City to meet the diverse needs of the community.

Typical Qualifications

Knowledge of:
Chemistry, microbiology, mathematics, and the metric system;
Safety precautions in the laboratory and in the field;
General principles and procedures of wastewater collection, wastewater treatment, and water production and distribution;
Industrial waste monitoring practices;
Pretreatment regulations;
Cross connection control regulations;
Federal, State, and local regulations pertaining to water, wastewater, and industrial waste, and their reporting requirements;
Principles and practices of supervisory and communication techniques.
Ability to:
Perform a variety of technical, chemical, and biological laboratory tests accurately and safely;
Develop objectives and procedures for water and wastewater sampling and analysis;
Plan, assign, supervise, and evaluate work of others;
Analyze and interpret Federal and State regulations pertaining to water and wastewater;
Use and operate personal computer, related software and peripheral equipment;
Understand and carry out oral and written instructions.
EDUCATION AND EXPERIENCE:
Any combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education:
A Bachelor's Degree in Biology, Chemistry, Environmental Sciences, or a related field.
Experience:
Three years of experience in a water or wastewater laboratory including industrial waste monitoring.
LICENSES AND CERTIFICATES:
Possession of a valid Class C Driver's License from the California Department of Motor Vehicles.
Possession of a Water Treatment Grade I, or Distribution Operator Grade I certificate issued by the California State Water Resources Control Board within 12 months of appointment.
Possession of a Grade II Laboratory Analyst certificate issued by the California Water Environment Association (CWEA) within 30 months of appointment.
Possession of a Grade II Environmental Compliance (Industrial Waste) Inspection certificate issued by the California Water Environment Association (CWEA) within 30 months of appointment.
Possessionof a Cross Connection Control Specialist certificate issued by the American Water Works Association (AWWA) or the Northern California Backflow Prevention Association (NCBPA) within 30 months of appointment.
WORKING CONDITIONS
Environmental Conditions:
Exposure to safety hazards including noise, fumes or odors, dusts or gases, chemicals, toxic materials, oil, and a variety of electrical and mechanical machinery.
Physical Conditions:
Functions may require maintaining physical condition necessary to see well enough to read, write and make observations, operate hand tools, vehicles and equipment; hear well enough to converse on the telephone and in person; bodily mobility to occasionally walk, bend, kneel, reach, stand, crouch or climb; operate assigned office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to verbally communicate to exchange information; ability to tolerate extreme fluctuations in temperature, noise, dust, and all types of weather and temperature conditions; while performing essential functions.

HIRING PROCEDURE - Applicants must possess the minimum qualifications by the final filing date. Eligible lists are established upon successful completion of the selection process. APPOINTMENT - At the time of appointment all candidates will be required to execute an oath of allegiance and complete Form I-9 - Employment Eligibility Verification in compliance with the Immigration and Naturalization Act. United States citizenship is not required. All new appointees are required to successfully complete a probationary period of twelve months.
EMPLOYMENT BENEFITS
SALARY - The starting salary is the first rate shown on the job announcement. Advancement to the higher steps of the salary range is based upon merit in accordance with the Salary Ordinance and Rules for Personnel Administration. Eligibility for the first merit increase is effective after 12 months and for additional merit increases after one year intervals until the employee has reached the maximum step.
HOLIDAY, VACATION, SICK, AND ADMINISTRATIVE LEAVE - Holiday - An average of 13 paid holidays per year. Vacation - 2 weeks paid vacation annually, increasing with length of service depending upon the appropriate labor agreement. Sick Leave - 10 days per year depending upon the appropriate labor agreement. Administrative Leave - Management/Mid-Management positions receive 80 hours per fiscal year, and specified professional/technical positions receive 40 hours per fiscal year (Pro-Rated).
HEALTH INSURANCE - Medical, Dental and Vision plans are available for employee and dependents. A portion of the premiums may be the employee's responsibility.
LIFE INSURANCE AND LONG TERM DISABILITY - The City pays the full premium for employee and dependent life insurance, and offers a long-term disability plan that provides up to approximately 2/3 of an employee's salary.
RETIREMENT AND DEFERRED COMPENSATION - The City of Lodi is a member of the Public Employees' Retirement System (P.E.R.S.). Lodi is not a member of the Social Security System except for the required medical contribution. Employees may participate in a 457 Deferred Compensation program.
FLEXIBLE SPENDING ACCOUNT - Employees may participate in a Section 125 Flexible Spending Account.
