This is a 100% Contract position for 1 year with the possibility of extension or conversion to career status.
This position offers a hybrid work arrangement, which includes a combination of onsite and remote work.
DESCRIPTION
UC San Diego Human Resources Labor Relations is looking for an experienced labor professional to join our high performing team. This individual would serve as an influential partner and agile thought leader providing strategic advice and guidance on all labor relations matters impacting UC San Diego. The successful candidate will utilize specialized labor relations expertise within area of responsibility to resolve highly complex issues in creative and effective ways.
Under the general direction of the Operations Manager, Labor Relations, the Labor Relations Advocate performs a variety of job functions involving complex legal issues that requires advanced knowledge of collective bargaining law and demonstrated advocacy, communication, analytical and organizational skills. The incumbent represents campus management in formal adversarial dispute resolution processes, coordinates the representation of campus management by University attorneys in employment/labor relations related court cases, represents campus management in collective bargaining negotiations, advises campus management on compliance with employment/labor relations laws and the University's collective bargaining agreements, advises campus management about labor unions and communicates with labor unions.
The Labor Relations Advocate performs work independently and is responsible for the consequences of the actions taken as a result of the advice provided. While performing the job functions of this position, the incumbent is authorized to achieve the labor relations objectives of campus management. Internal and external contacts often pertain to significant labor relations programs and objectives. Normally receives little direction on assignments. Serves in a lead capacity, providing guidance to other professionals in the organization.
- Requires the ability to work overtime and travel out of town.
QUALIFICATIONS
- Possesses advanced analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
- Bachelor's degree in related area or an equivalent combination of experience/training. Juris Doctorate degree preferred. Possesses specialized knowledge within labor relations field. Demonstrated ability to lead and mentor other labor relations professionals.
- Proven ability to obtain, organize and analyze complex legal information in a manner that involves: a correct identification of the relevant facts, issues, questions or problems; a utilization of the correct statement of the applicable rule as embodied in the law, policy, contract or other authoritative source material; and, a logical application of the rule to the facts resulting in a logical conclusion, opinion, answer or solution.
- Advanced knowledge of labor/employment law and the principles and techniques of labor negotiations. Advanced knowledge of the Higher Education Employer-Employee Relations Act or a comparable collective bargaining law.
- Skill to communicate information in an effective manner so as to be persuasive during cases involving a hearing, investigation or meeting related to a union contract grievance, University policy complaint, PERB unfair labor practice charge, or DFEH/EEOC charge of discrimination, or during settlement negotiations to resolve cases.
- Strong skill to communicate correctly, both verbally and in writing, in a clear, concise and effective manner. Demonstrated skill to do effective public speaking to small and large groups. Demonstrated competency and commitment to equity, diversity and inclusion.
- Proven skill to provide effective representation as an advocate in adversarial proceedings involving the preparation of witnesses and documents for a hearing; the direct and cross-examination of witnesses, and presentation of documents at a hearing; and, the presentation of verbal or written closing arguments at the end of a hearing.
- Strong organizational skills such as the orderly organization of work, the correct identification of priorities, efficient and effective time management, the completion of a satisfactory amount of work in a correct and timely manner, while working in a very adversarial, contentious and stressful environment.
- Demonstrated advanced level skills necessary to bargain and represent the university's interests effectively. Demonstrated skill to communicate information in an effective manner so as to be persuasive when presenting the University's position during the collective bargaining process.
- Proven ability to work independently and be responsible for the consequences of the actions taken as a result of the advice provided. Ability to take appropriate actions when authorized to achieve the labor relations objectives of campus management.
- Proven ability to handle extremely difficult or volatile situations/individuals effectively. - Advanced knowledge of applicable state and federal laws and court decisions regarding employment related matters. Ability to understand information contained in statutory law and case law, legal treatises, legal writings, and collective bargaining agreements.
- Demonstrated advanced knowledge of the principles of advocacy in order to represent the organization in complex and sensitive dispute forums.

Pay Transparency Act
Annual Full Pay Range: $71,000 - $160,000 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $34.00 - $76.63
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
Job offer is contingent on successful engagement in the UC COVID-19 Vaccination program (fully vaccinated with documented proof or approved exception/deferral).
