Job Description

Duties

As an IT Specialist (APPSW), you will:

  • Provide technical coordination to application development division staff and contractors.
  • Provide innovative, cost-effective software application development recommendations with a "cloud first" approach.
  • Participate in all phases of the Software Development Life Cycle (SDLC), including the planning, systems analysis, systems design, implementation, integration, testing, deployment, and maintenance of the DFC's applications.
  • Oversee all activities for system development and maintenance projects, including planning and scope definition, and managing tasks, monitoring budgets, tracking license and contract renewal requirements.
  • Coordinate application implementation activities with customers and other OIT support areas as well as ensure application development and maintenance activities meet the customers' expectations upon delivery.
  • Ensure systems within the DFC architecture are meeting cybersecurity requirements; coordinate with security team on compliance and create, update security authorization documentation as required.

BASIC REQUIREMENT
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

ADDITIONAL REQUIREMENT
In addition to the Basic Requirement listed above, you must meet the required specialized experience listed below.

One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your experience in all of the following:
1) Experience with management of large application development portfolios of custom code or low/no-code, or Software as a Service (SaaS) software products;
2) Experience with drafting Software Development Life Cycle (SDLC) documentation and;
3) Experience developing/updating system security authorization documentation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Salary will be based upon the locality pay areas, as defined by OPM, and will be adjusted based upon the selectee's duty location.

This position is eligible to be 100% remote. Applicants are encouraged to select "location negotiable" as their preferred duty station, if they are interested in a remote opportunity. The option to work out of the DFC's office in downtown Washington, DC is available to candidates who are interested.
