Job Description
Minimum Qualifications
Open-Competitive Provisional Qualifications:
Nine years of experience* in a field investigative position conducting interviews of witnesses and others, taking written statements and affidavits, collecting, and analyzing physical and documentary evidence, and preparing detailed written reports of investigative findings. Two years of the experience must have been at a supervisory level.
An Associate’s degree in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security AND seven years of appropriate experience* OR a Bachelor’s or higher degree in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland AND five years of experience* a field investigative position conducting interviews of witnesses and others, taking written statements and affidavits, collecting and analyzing physical and documentary evidence, and preparing detailed written reports of investigative findings. Two years of the experience must have been at a supervisory level.
Candidates interested in provisional appointment will be required to take the New York State Department of Civil Service exam for this position.
  • Types of Investigative experience that could be considered qualifying: Experience in such positions as police detective, insurance investigator, licensed and registered private investigator, federal investigator, state investigator, municipal investigator, child protective services investigator, in an investigative position involving trial preparations and detailed reports, or investigations within a branch of the Armed Services are examples which meet the Minimum Qualifications.
Non-Qualifying Investigative Experience includes but may not be limited to: Experience in routine police patrol work, security guard or related security position, tax collector, collector of delinquent accounts, credit checker, legal assistant/attorney, hotel or store detective, loss prevention officer, parole officer, correction officer, guard, inspector, or experience in adoption and/or foster care placement.
NOTE: Candidates will be required to meet the requirements for Peace Officer status** and meet physical/medical standards for these positions.
  • Peace Officer status: Investigative Specialist 3 (Cannabis) are peace officers and must be qualified to hold such office in accordance with state law. As such, they are required to attend NYS Division of Criminal Justice Services sanctioned peace officer training. Employment is dependent on continuous certification as a peace officer.

Duties Description
Under the general direction of the Director of Investigations, the incumbent of this position will provide leadership and supervision for investigations and assist in the management of the Enforcement Division within the Office of Cannabis Management.
Duties Include, But Are Not Limited To
  • Review and interpret published cannabis guidance, policies, laws, procedures to prepare for dissemination or relevant impacts to local, state, and federal partners.
  • Understand and maintain knowledge of federal regulations, policy and guidance related to the various Office of General Services procurement policies, Office of the State Comptroller policies, Division of Budget policies and related information as appropriate.
  • In the Director of Investigation’s absence, provide direct guidance to OCM Executives, the Governor’s Office, state agencies, local governments, and other applicable stakeholders on OCM objectives, strategies, rules and regulations.
  • Prepare reports, presentations, briefings, correspondence, and other communication instruments as required.
  • Evaluate priorities and the work of professional, technical and support staff to ensure compliance with established policies, procedures, and program objectives.
  • Direct and authorize sanctions, corrective actions, etc., performing technical reviews of program and financial required reporting.
  • Manages all the investigative activities relating to designated program including both administrative and technical supervision over all assigned units.
  • Discuss and monitor trends on policy and program changes, deadlines and reporting requirements, regional administrators, staff, and other stakeholders.
  • Recommend and implement program policy and priorities in support of OCM goals.
  • Assist the Director of Investigations in the management and administration of the Division at the federal, state, or local level.
  • Assist the Director of Investigations to confirm that information and reports necessary to process financial transactions in support of the Division of Enforcement are accurate and complete and that systematic errors are corrected.
  • Provide management level oversight for the Division of Enforcement with the Office of Cannabis Management.
  • Assist the Director of Investigations to develop new statewide objectives and priorities as needed.
  • Perform full range of supervisory functions while overseeing Supervising Investigators, Senior Investigators, Investigators and support staff.
  • Establish and monitor program deadlines and reporting requirements and communicate regularly with subordinate staff.
