The Position

Forensic Specialist (Lateral Entry)

The Division

The Ontario Police Department’s Forensic Division is comprised of seven (7) Forensic Specialists, two (2) Senior Forensic Specialists, a Forensic Supervisor, and a Forensic Manager. The unit prides itself on providing employee opportunity, training, and special assignments.

The forensic professionals in the unit perform a wide range of complex and technical crime scene investigations. These investigations include documentation, preservation, and collection of physical evidence, thorough photography, latent print examinations and providing expert testimony and other related work as required.

The Position

This position operates on a 4/10 schedule and will be required to work weekends, evenings, nights, holidays and on a rotating on-call schedule. Incumbents will be working in the field in all weather conditions, laboratory and general office settings. Physical demands of the position include climbing, crawling, bending, lifting, pushing and/or pulling objects weighing up to 55 lbs., exposure to blood-borne, air-borne pathogens, bodily fluids, various chemicals and tolerating adverse conditions.

This recruitment will result in an eligibility list, which will be used to fill current full-time vacancies and any future opportunities which may include part-time vacancies within this classification.

Background Check Process


All appointments to this position are subject to the successful completion of an in-depth background investigation conducted by the Ontario Police Department as well as a physical examination including a drug screening. The background investigation is a rigorous process which often takes several months to complete. A typical background investigation includes but is not limited to: background interviews with individuals designated by the Ontario Police Department (this may include current and former co-workers, friends, relatives, neighbors, or any other relevant individual), criminal background check, credit check, polygraph examination, and psychological evaluation. Candidates may be disqualified from further consideration during the background investigation for a variety of reasons including if they have: an excessive number of traffic citations and/or collisions; arrests and/or convictions; a history of illegal substance abuse; poor credit history (factors include bankruptcy, foreclosures, liens, repossessions, and recency); or thefts from a previous employer. The following list describes some areas that are covered in the background investigation:

  • If you have a history of recent or prolonged use of illegal controlled substances (i.e., Cocaine, Methamphetamine, Marijuana, etc.), you may be dismissed from the process.
  • Your relatives, references, and acquaintances are asked to comment on your suitability for a career in law enforcement.
  • You must list a history of your residences.
  • Your criminal, driving, and insurance records are evaluated. Felony convictions will be grounds for disqualification from the selection process.
  • Military service records are subject to verification.
  • The background investigation considers your management of personal finances (however, being in debt does not automatically disqualify you).
  • The information supplied regarding your educational history is examined and verified.
  • Your work history and experience are examined with regard to your dependability, relationships with fellow workers, trustworthiness, and general job performance.

Examples of Essential Functions

The functions typically performed by the Forensic Specialist include the following:

  • Conducts crime scene investigations; identifies, collects, and preserves physical evidence including fingerprints, firearm evidence, trace evidence, shoe/tire impression evidence and physiological fluids.
  • Maintains departmental photographic and forensic equipment and supplies.
  • Prepares detailed reports of investigations and/or forensic examinations conducted.
  • Processes evidence collected at the crime scene for other forms of physical, physiological, and trace evidence.
  • Performs presumptive chemical identification examinations on various types of biological evidence
  • Conducts serial number restoration on firearms and other metal surfaces.
  • Performs routine safety and maintenance checks of Forensic vehicles and equipment.
  • Interviews victims and witnesses and completes composite sketches.
  • Attends Post-Mortem examination of deceased persons and assists the pathologist in the documentation, recovery and preservation of medico-legal evidence.
  • Performs related duties as assigned.
  • Analyzes, compares, evaluates and verifies latent prints against rolled or scanned prints.
  • Documents crime scene investigations and major traffic collisions using conventional, digital and video photography, including aerial photography.
  • Takes measurements of crimes scenes and completes sketches for court displays.
  • Presents findings of investigations or examinations conducted in a court of law as an expert witness.
  • Scans, marks minutiae, and searches latent prints in the Automated Palm Fingerprint Identification System (APFIS).
  • Develops, collects and/or preserves friction ridge evidence using powders, chemicals and alternate light source technology.

Qualification Guidelines

Education


High school diploma or recognized equivalent.

Experience

One year of forensic experience including fingerprint analysis, evidence collection and processing, and crime scene photography and documentation or six months of experience as a Forensic Specialist Trainee with the City of Ontario.

Licenses


Valid Class C California driver's license and an acceptable driving record at the time of appointment.

Special Requirements
Ability to work various shifts, weekends, and holidays. May be required to return to work during non-business hours in emergency situations.

Desirable

College level coursework in Criminal Justice, Forensic Science, Physical/ Life Science or a closely related field. Photography experience with digital cameras.
