Minimum Qualifications
Open-Competitive Provisional Qualifications:
Eight years of experience* in a field investigative position conducting interviews of witnesses and others, taking written statements and affidavits, collecting, and analyzing physical and documentary evidence, and preparing detailed written reports of investigative findings. One year of the experience must have been at a supervisory level.
An Associate’s degree in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland security AND six years of appropriate experience* OR a Bachelor’s or higher degree in criminal justice, cyber security, law enforcement, police science, criminal justice administration, criminology, criminal investigation, police studies, public justice, forensic accounting, forensic psychology, forensic science, economic crime management, or homeland AND four years of experience* a field investigative position conducting interviews of witnesses and others, taking written statements and affidavits, collecting and analyzing physical and documentary evidence, and preparing detailed written reports of investigative findings. One year of the experience must have been at a supervisory level.
Candidates interested in provisional appointment will be required to take the New York State Department of Civil Service exam for this position.
NOTE: Candidates will be required to meet the requirements for Peace Officer status** and meet physical/medical standards for these positions.
Duties Description
Under the general direction of the Investigative Specialist 4 (Cannabis), the incumbent of this position will supervise two or more Investigative Specialist 2s and other subordinate staff to coordinate the investigations for possible violations of the cannabis laws, rules, and regulations. This includes investigations into cannabis licensed businesses and any illicit activity involving cannabis.
Duties Include, But Are Not Limited To
Driver’s License is required.

- Types of Investigative experience that could be considered qualifying: Experience in such positions as police detective, insurance investigator, licensed and registered private investigator, federal investigator, state investigator, municipal investigator, child protective services investigator, in an investigative position involving trial preparations and detailed reports, or investigations within a branch of the Armed Services are examples which meet the Minimum Qualifications.
NOTE: Candidates will be required to meet the requirements for Peace Officer status** and meet physical/medical standards for these positions.
- Peace Officer status: Investigative Specialist 3 (Cannabis) are peace officers and must be qualified to hold such office in accordance with state law. As such, they are required to attend NYS Division of Criminal Justice Services sanctioned peace officer training. Employment is dependent on continuous certification as a peace officer.
Duties Description
Under the general direction of the Investigative Specialist 4 (Cannabis), the incumbent of this position will supervise two or more Investigative Specialist 2s and other subordinate staff to coordinate the investigations for possible violations of the cannabis laws, rules, and regulations. This includes investigations into cannabis licensed businesses and any illicit activity involving cannabis.
Duties Include, But Are Not Limited To
- Establishes and implements unit procedures and protocols. Reviews new directives, procedures, and policies to determine the effect on program operations, evaluates quality of leadership of subordinate Investigative Specialist 2s and makes any necessary adjustments.
- May perform full range of supervisory functions.
- Reviews completed investigation reports for adequacy of coverage, quality of findings, and soundness of recommendations and/or makes recommendations consistent with findings and agency policy and practice.
- Prepares reports detailing unit activities, workload, and personnel requirements; evaluates the training needs of the unit.
- Provides guidance and assistance to Investigative Specialists 1 and 2 in gathering and evaluating information and evidence. Discusses the progress of cases with staff to ensure that performance standards are being met. Raises any unit issues to the Investigative Specialist 4, as needed.
- Review assigned cases or complaints from the public to determine the section of law, rule, or regulation that applies and identify the issues and types of information needed.
- Schedules and assigns cases to subordinate staff based on program priorities and individual workloads and abilities. Ensures that subordinate Investigative Specialist 2s are appropriately balancing workload of their subordinate employees to ensure unit objectives are being met.
- May personally investigate difficult and sensitive investigations and participate in interagency taskforces.
- Reviews the investigative findings and recommendations of staff regarding penalties, prosecutions, and the closing and reopening of cases and proceeds accordingly.
- Coordinates investigator and witness statements and testimony.
- Participate in joint operations with various levels of law enforcement targeting patterns of non-compliance or violations of laws and regulations.
- Testifies at administrative hearings and criminal proceedings regarding the details of investigations and conclusions reached.
- Confer with law enforcement, prosecutors, and other entities to convey and obtain information relevant to an investigation, provides technical assistance and training and develops and maintains rapport to ensure cooperation in the conduct of investigations.
- Plans scope and method of investigation, and coordinates field activities of assigned staff. Coordinates investigations with other agency staff or external entities.
- Perform a wide variety of enforcement, regulatory and licensing investigative activities to gather information and report facts.
- Prepare factual written reports of information gathered during an investigation; and may recommend an appropriate course of action consistent with findings and agency policy and practices.
Driver’s License is required.
