Overview


      Summary

      This serves as public notice for the use of OPM's Direct Hire Authority. Applicants who meet the qualification requirements will be forwarded to the selecting official for consideration.

      This position is located in the New Service Design and Development Division, Office of Consular Systems and Technology Division, Bureau of Consular Affairs (CA/CST/NSDD).

        Duties

        Provides CST-wide technical leadership in the design, development, testing, and deployment of IT solutions, leveraging current and emergent UX tools and technologies.

        Provides expert advice and guidance to developers in ensuring that all finished products are in full compliance with Section 508 of the Rehabilitation Act accessibility requirements as well as mobile first user design criteria .

        Recommends the integration of multiple disparate security technologies into the Bureau’s architecture.

        Leads the development and implementation of a NSDD vision of human-centered design and superior user experience.

        Evaluates emerging user design trends for potential incorporation into CST design and development practices.

        Qualifications

        Applicants must meet all the qualification requirements described below by the closing date of this announcement.

        Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

        • Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards
        • Customer Service – developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs
        • Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience
        • Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions

        AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

        Qualifying specialized experience must demonstrate the following:

        • Evaluate new and emerging technologies or commercial cloud products to meet critical customer and business partner mission needs.
        • Experience contributing to digital service product development through user research, service design, interaction design, content strategy, information architecture, and/or forms design while managing client expectations throughout to ensure deliverables meet the quality standards at the end of each product release.
        • Experience leading human-centered design throughout software development lifecycle, weighing software development against customer need, and bridging the gap between digital product users, information technology teams, and key business stakeholders.
        • Experience using customer data and user research to drive digital product and service design.

        NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

        There is no substitute of education for specialized experience for the GS-14 position.
