POSITION OBJECTIVES
This is a responsible managerial and administrative position overseeing and directing the City’s Information Technology Division, including network management services, systems programming, microcomputer operations, land management and geographic information systems.
ESSENTIAL FUNCTIONS
  • Ensures continuous computer technical support to the City computer users.
  • Supervises a technical staff engaged in developing new or revising current applications, maintaining systems software and operating main frame and on-line applications, as well as microcomputers and GIS staff.
  • Maintains microcomputer software and hardware directions and standards for the City. Develops and maintains policies and procedures for microcomputers.
  • Consults with management to determine information requirements of departments, to determine boundaries and priorities of new projects, and to discuss system capacity and equipment acquisitions.
  • Serves as a liaison between City and outside computer vendors. Remains current on changes in technologies associated with computers and I.S. technology, including GIS technology.
  • Evaluates new software projects and new versions of currently installed products for capabilities and functions. Oversees the installation of new software products and upgrades to installed products. Ensures software products are maintained and updated with current upgrades.
  • Coordinates and implements I.S. projects, including GIS, from conception to completion.
  • Manages City Computer Systems Division and GIS application programming staff including personnel; budget, goals and priorities, purchasing, etc.
. Monitors and revises work production schedules to ensure efficiency. Ensures I.S. personnel monitor on-line system consoles and react to interrupts in a timely manner.
  • Develops and provides technological support/strategies.
  • Plans, organizes, coordinates and supervises data communications services for the City.
  • Performs related work as required. These additional duties may be representative of tasks typically performed by those in a lesser or more advanced job grade.
  • Maintains local area network software and hardware directions and standards for the City. Develops and maintains policies and procedures for e-mail and LAN/WAN.
  • Manages installation and maintenance of computer wiring and cabling with the City facilities.
  • Ensures continuous operation support for the City’s telecommunication network.
  • Coordinates multi-participant projects.

This position is part of the City’s Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation.
SUPERVISORY RESPONSIBILITIES
  • Directly supervises employees in the Information Technology Division.
  • Carries out supervisory responsibilities including interviewing, hiring, and training new employees; planning, assigning, directing and reviewing work; mentoring, motivating, coaching and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems in accordance with the organizations policies and applicable laws.

QUALIFICATIONS
Education and Experience
  • Equivalent combination of education and experience
  • Equivalent combination of education and experience, or
  • Project management experience including personnel management of technical staff involved in systems analysis, database design and development, data conversion and integration; or
  • Eight (8) years of progressively responsible experiences managing computer systems staff, services, GIS and/or operations.
  • Bachelor’s degree in Information Technology Systems or related field.

Certifications, Licenses, and Registrations

o Cisco Certified Network Association
o Criminal Justice Information System (CJIS) Security and Awareness Certification,
o Must hold a valid Florida Driver’s License
Knowledge, Skills, and Abilities
  • Knowledge and familiarization with all software products used City Wide as well as software packages used exclusively in IT.
  • Ability to administer and manage multiple technical programs and projects simultaneously.
  • Ability to plan, schedule and coordinate subordinate staff.
  • Ability to work with technical personnel to debug test programs and network problems.
  • Knowledge of systems analysis, data processing, and microcomputers and their networks. Knowledge of microcomputer hardware and software.
  • Knowledge of principles, practices, terminology and trends in data services.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to follow and interpret instructions furnished in written and oral format.
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.
  • Ability to work under, and adjust to, the time constraints and strict schedules.
  • Ability to comprehend and apply principles of mathematical concepts as applied to this position.
  • Ability to establish and maintain effective working relationships.
  • Ability to develop and maintain procedures and policies.
  • Ability to read, analyze, and interpret work related documents. Ability to communicate effectively both orally and in writing.
  • Ability to provide technical supervision and training of subordinate staff.

PHYSICAL DEMANDS
  • While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel objects, tools, or controls; and to talks or hear.
  • Must be able to drive as needed.
  • The employee is occasionally required to stand, walk, and stoop; kneel, crouch, or crawl.
  • The employee frequently is required to sit and reach with hands and arms.
  • The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 50 pounds
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus

WORK ENVIRONMENT
  • The work environment includes those typical of an Office setting.
  • The noise level in the work environment is occasionally very loud
  • While performing the duties of this job, the employee occasionally works near moving mechanical parts and is occasionally exposed to very cold conditions, risk of electrical shock, and vibration.

Compensation Details:
Salary range begins at $110,000.00, to be commensurate upon the background and skills of the qualified candidate.
