GENERAL DESCRIPTION

This is a full-time position with supervisory responsibility that is responsible for and manages County-wide information systems. Duties will include the oversight of all IT related operations of the Jackson County Board of County Commissioners including, but not limited to: operations involving systems analysis, application programming, technical planning, data administration security, hardware support maintenance, documentation, computer operations, phone system/cell phone management, and quality assurance. Development of annual strategic plans for all IT technology, infrastructure, and systems, to include upgrades, replacements, purchases, and streamlining efforts. Responsible for managing the budget for all IT related purchases. Supervises the IT Technician(s) by assigning and reviewing work, ensuring quality and completion of work in a timely manner, and validating that all work adheres to the enterprise, strategic plan set out by the County Administrator. ESSENTIAL JOB FUNCTIONS

1. Assesses need for technical and professional growth and recommends IT development programs/seminars for employee(s)s. Evaluates employee(s) performance and provides guidance and feedback.

2. Advises management regarding information systems requirements. Directs the design, installation, modification, and operations of information systems.

3. Develop and recommend County-wide updates to policies for computer and telephone use.

4. Direct the review and verification of all telephone and data billings including equipment purchases and inventory tracking of said equipment.

5. Develop detailed cost allocation models for services and costs associated with functions of Departments to OMB on an annual basis.

6. Develops and implements standards and policies governing the daily operations of the IT Department.

7. Develop and implement a staffing plan and professional development program for assigned personnel.

8. Establishes policies for the protection of county information from an IT point of view, and handles security breaches if they occur.

9. Lead all reviews that investigates the inappropriate use of County owned computer and telecommunications equipment and advises management personnel on results of said investigations.

10. Meet with supervisors, Department Heads, and Constitutional Officers to determine their current and future technology needs.

11. Oversee, manage, and negotiate contracts with Vendors for various services relating to technology within the County.

12. Oversee the analysis of requests for new technology hardware and software and provide information regarding changes that may be required.

13. Oversee planning for system and network capacity upgrades.

14. Oversee the management of the County’s inventory of computers, network, and telecommunications equipment/systems.

15. Oversees the development and maintenance of systems, programming, and operations documentation.

16. Oversees the update and maintenance of the County’s Internet/Intranet presence activities.

17. Prepare, review, edit, and monitor the Department’s IT Budget. Participates in the planning of IT departmental project budgets, as assigned and required.

18. Prepare, review, edit and approve items to be forwarded to the County Administrator for placement on the
County Commission meeting agenda and handle presentations with staff input as necessary.

19. Provide policy recommendations on Department and County issues to the County Administrator, and the Board.

20. Provides oversight and support for other technological functions in which departments of county government may be authorized to be engaged.

21. Provides leadership, direction, and vision for County-wide information systems and infrastructure in the area of technology planning, computer acquisition, computer installation, application development and /or acquisition.

22. Prepares long and short-range plans for application selection, system development, systems maintenance, production activities, and necessary support resources.

23. Responsible for staying abreast of advances in technology, software, and hardware systems that will benefit the County.

24. Responsible for Disaster Recovery and Business Continuity planning and preparation in regards to IT for the County.

25. Serve as the Department coordinator for the County Administrator during emergencies and disasters Supervises (directly or indirectly) all IT staff employees. Recruits, screens, and provides for the training of staff members.

26. Performs other work as required.

MINIMUM QUALIFICATIONS

Education and Experience:

High School Diploma or its equivalent and Five (5) years’ experience in County or City government as an Information Technology Director, Manager, Tech, or other related field or a Bachelor’s Degree in a field consistent with the responsibility of the position.

Knowledge, Abilities, and Skills:

  • Ability to produce written documentation;
  • Ability to work with technical jargon;
  • Ability to train staff in areas related to IT;
  • Ability to load and troubleshoot software and provide equipment maintenance at an intermediate level;
  • Strong oral skills communicating to staff and the public how to use computer equipment, software, the Internet and microform equipment;
  • Strong visionary skills to seek innovative uses of technology to further strategic goals;
  • Knowledge of computer technology;
  • Knowledge of mid-range hardware systems;
  • Knowledge of LAN’s various mid-range software;
  • Knowledge of mid-range programming languages;
  • Knowledge of broadband and fiber optics;
  • Knowledge of data base management and network operations; Ability to handle multiple priorities; and
  • Knowledge and demonstration of strong abilities in working with Microsoft Suites and like associated software;

Leadership: Oversees, plans, and implements major programs and services for the organization. Reports on progress to the organization's executive team.

Complexity: Develops policies, long range plans, and allocate funds. Makes decisions that involve multiple priorities, limited resources, and internal and external challenges. Most decisions impact the organization as a whole.

Decision Making: Performs work that involves high level issues, processes, or organizational needs.
Decisions impact the community at large, most of the staff, or both. Evaluated by elected officials or senior managers based on the outcomes of my decisions.

Relationships: Provides updates to senior managers, elected officials, or other community groups or organizations. Works regularly with other Directors or senior managers to ensure the provision of efficient and effective services.

Working Conditions/ Physical Effort: Regularly makes decisions that could lead to major community or organizational consequences if incumbent fails to make the appropriate decision at the time. Intermittently utilize varying degrees of hearing, mental acuity, speaking, talking, and/or visual acuity. Also requires sedentary work exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

On Call Requirements: On call 24 hours pending disaster.

Physical Requirements: Must be physically able to operate a variety of machinery and equipment including computers, typewriters, copiers, facsimile machines, etc. Requires the ability to exert up to 20 pounds of force occasionally, and/or up to 10 pounds frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for sedentary work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or composite characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Inperpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments and/or directions from superiors.
