Summary
Veterans Integrated Service Network 10 Human Resources Management Service (VISN 10 HRMS) is recruiting for a Human Resources Specialist (Recruitment & Placement) (Physician and Provider Recruiter).
  • This position is eligible for a 15% Critical Skills Incentive (CSI). CSI's are authorized for GS-201 Human Resource Specialist who are performing at the fully successful level or higher. An additional 5% is authorized for employees working in the Medical Facility 50% of the time.

Duties
Recruitment Strategy Responsibilities
  • The incumbent will focus on hiring quality physicians and providers as quickly as possible to meet the unique needs of the health care system. The incumbent is the primary point of contact (POC) for physician and provider candidate site visits/interviews and ensures an enhanced candidate experience through coordination of candidate travel, interview agendas, facility tours, local area community tours, formal contingent offers, and initiation of credentialing and privileging (C&P).
  • Provides case management and facilitation of the onboarding process. Responsible for the recruitment, onboarding, and ongoing retention life cycle for physicians and providers within the health care system, and as such, will forge strategic and harmonious relationships with the following key stakeholders: 1) facility and VISN leadership; 2) NRS; 3) affiliated university leaders; 4) regional professional associations; 5) community leaders; and 6) HR personnel in SBU and SSU; and 7) other key stakeholders as needed.
  • Executes recruitment and retention operations that are always healthcare-centric and aligned with the mission-critical needs of the health care system. Consults with clinical leaders, HR, and facility executive team to define the scope, requirements, and deliverables necessary for the health care system's recruitment and retention strategy.
  • Serves as the SME for recruitment and placement of non-US citizens and facilitates processes with SBU and SSU HR personnel, NRS, and VHA's Workforce Management and Consulting's (WMC) Center of Expertise (COE).
  • Serves as the HR subject matter expert (SME)/technical advisor in Title 38 physician, dentist and provider recruitments, onboarding, market pay administration, and retention and serves as the primary point of contact for the provider.
  • Implements or maintains quality assurance processes in the execution of the recruitment strategies. Continuously improves processes, solves problems, and takes corrective action when problems arise. Conducts presentations on all aspects of the facility physician and provider recruitment and retention strategic plan.
Customer Recruitment Planning Responsibilities
  • Develops and recommends comprehensive marketing concepts to local SBP, CFO, SBU, and SSU to retain existing staff. Analyzes and evaluates facility program functions, identifies problems or deficiencies, provides workable solutions, and implements improvement plans to meet established goals and objectives
  • Meets with local hiring managers to conduct recruitment search assessments in order to develop tailored recruitment marketing and sourcing strategy
  • Develops a client-centered and tailored recruitment and sourcing plan to recruit best fit candidates for each specific vacancy.
Recruitment Operations Responsibilities
  • Reviews existing recruitment activities and provides continuing technical advice and assistance in resolution of recruitment problems of more-than average difficulty for a wide variety of hard-to-fill medical, scientific, and other professional occupations. Compiles incentive requests, assesses appropriateness of proposed incentives, and provides advice and guidance to the service lines regarding various incentive options (3Rs, PCS, EDRP, leave credit for prior work experience, etc.).
  • Authors recruitment advertisement content and coordinates appropriate approvals before publishing. Coordinates with NRS on attendance at local job fairs and conferences. Administers and commits recruitment marketing funds for purchasing ads in professional magazines, journals, sourcing campaigns, and attendance at NRS-approved local conferences and job fairs.
Data Capture and Analysis Duties
  • Maintains statistics on various aspects of recruitment and retention and incorporates this information in facility recruitment and retention reports.
  • Forecast's physician and provider vacancies, mitigates recruitment, hiring and retention challenges, and utilizes data from various sources (Veterans Service Support Center (VSSC), ATS, Workforce Succession and Strategic Plan, etc.).

8:00 a.m. - 4:30 p.m. (EST). Alternate shifts may be negotiable

To qualify for this position at the GS-12 level, you must meet one of the following listed Criteria:

Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: but is not limited to: recruiting for facility hard-to-fill Physician and Advanced Practice Provider occupations by posting announcements, reviewing qualifications, assisting with pre-employment, physician pay setting, and job fairs; using advanced sourcing including social networks, Boolean searches, direct mail, database mining, forecasting and networking; provides authoritative management advisory in developing short and long-term facility recruitment strategies to optimize recruitment and retentions outcomes and achieve health care system objectives; responsible for preparing recruitment search assessments to clarify and develop ideal candidate profiles and tailored recruitment, marketing, and sourcing strategies; recruits for facility hard-to-fill Physician and Advanced Practice Provider occupations.

Physician and/or advanced practice provider recruitment experience in either a Federal or Private Sector Hospital or Health Care System.

Physical Requirements:
The work is sedentary. Some work may require walking in offices, hospitals, convention centers, hotels, universities, and similar areas for meetings and to conduct recruitment, hiring and retention duties. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite.
Education
Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
