Job Description

Become a Human Resources (HR) Specialist with the CBP Hiring Center within the Office of Human Resources Management at U.S. Customs and Border Protection, located in one of these two locations: Indianapolis, IN or Bloomington, MN. You will be expected to live within the locality pay area of your location selection. This position is not remote.

This is a Recent Graduate appointment in the Pathways Program:

Eligibility: If you are a recent graduate of a college or university who has completed, within the previous two years, or by June 30, 2023, a qualifying associate, bachelors, masters, professional, doctoral, vocational, or technical degree or certificate from a qualifying educational institution you may qualify. Or, if you are a veteran who was unable to apply within two years of receiving your degree due to military service obligation but are within six years from the date on which the requirements for your degree/academic course of study were completed you also may qualify.

Selected individuals are placed in a dynamic one-year development program in the excepted service designed to lead to a competitive civil service career in the Federal government. At the successful conclusion of this program, you may non-competitively be converted to a term (position lasting 1-4 years with an extension up to 120 days) or to a permanent position within the competitive service. Conversion to a Federal competitive service position will be at the discretion of the agency and is neither guaranteed nor implied.

Typical work assignments include:

  • Identifying, evaluating, and recommending to management appropriate human resources interventions to resolve complex interrelated human resources problems and issues.
  • Making recommendations on a wide range of staffing authorities and special employment programs to meet the agencies staffing goals.
  • Utilizing various HR information systems/tools to complete and track workload.
  • Applying qualification standards and ranking methods to evaluate applicants experience, training, and education.

Salary and Benefits

This position is being filled at the GS-7 or 9 grade levels, depending upon your meeting the level of qualifications described in the Qualifications section below.

This position starts at a salary of $46,696.00 (GS-7, Step 01) to $74,250.00 (GS-09, Step 10) with promotion potential to $ 107,680.00 GS-12 (Step 10).

Qualifications for GS-07 Grade Level

Experience: You qualify for the GS-07 grade level if you possess one (1) year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Responding to routine inquiries concerning HR entitlements, services, and processing procedures.
  • Utilizing various HR information systems and tools to update and track data.
  • Assisting in the preparation of job announcements via an automated system (USAJobs, Monster, Indeed, etc.), including identifying and clearly outlining the position requirements.
  • Performing detailed reviews of records to determine applicant qualifications for a specific job.
  • Assisting applicants in preparing and submitting a variety of personnel or pre-employment forms and entering data into a system for further processing.

Education Substitution: Successful completion of one (1) year of full-time graduate education from an accredited college or university may substitute for the experience required at this level, OR Superior Academic Achievement (SAA) at the undergraduate level based on class standing, grade-point average, or honor society membership. **

Qualifications for GS-09 Grade Level

Experience: You qualify for the grade GS-09 level if you possess one (1) year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Utilizing various HR information systems and tools to complete and track workload.
  • Consulting with customers on strategies to fill positions and utilizing applicable human resources rules and regulations to advise on best recruitment strategy.
  • Developing rating factors and crediting plans for vacancy announcements.
  • Applying qualification standards and ranking methods to evaluate applicants experience, training, and education to determine eligibility.

Education Substitution: A master's degree or equivalent graduate degree two (2) full years of progressively higher-level graduate education leading to such a degree, a J.D. or an LL.B. degree from an accredited college or university may substitute for experience required at this level. **

Combining Experience and Education: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements.**
