The Department of Global Health was established in 2007, bridging the schools of Medicine and Public Health, with a mandate to harness the expertise and interdisciplinary power of all UW schools and colleges. The Department of Global Health has an outstanding opportunity for a full time Human Resources Manager. The position is critical to the successes of the Department’s vision, mission, and values. This position will focus mainly with our staff population providing leadership and support in areas including but not limited to recruitment, onboarding, engagement, relations, compensation, leaves, offboarding and general administrative tasks related to human resources functions of the Department.
Under direction of the Senior Human Resources Manager the incumbent responsibilities include but are not limited to:
RESPONSIBILITIES:
Staff and Student Recruitment (40%)
Manage the full cycle recruitment for staff and student appointment process including on-boarding, off-boarding, and posting of new jobs with the designated Search Manager
Serve as a resource to hiring managers, advising on appointment types, job titles, compensation, job descriptions and intake of all information necessary for a position and requisition
·Act as primary liaison with UW Human Resources, Total Talent Management, and the Office of Compensation to complete the hiring process
Partner with Senior HR Manager and Senior Leadership to execute and incorporate DEI Initiatives as developed in DGH Strategic Plan
Oversee the UWHires requisition process for new hires for all department positions.
Manage staff and student employee appointment and compensation changes
Lead and partner with Hiring Managers regarding the staff on-boarding process
Facilitate new hire orientation sessions
Responsible for ensuring compliance with University and Departmental HR policies, as well as applicable state and federal laws throughout the recruitment and selection process
Provide comprehensive compensation support to CPI staff and faculty leads. Make decisions regarding best course of action for compensation and classification issues, and provide advice and counsel to all levels of employees
Coordinate with HR Labor Relations position reallocations out of a bargaining unit to another union, classified non-union or exemption to a Professional Staff position
Position Management (30%)
Advise on and manage staff appointment changes, including but not limited to: position reviews, in-grade increase, temporary pay increases (TPI), temporary salary increases (TSI), OT Exempt to Non Exempt changes
Initiate and facilitate the staff on-boarding process, ensuring relevant Department leads complete their responsibilities with the new staff member
Initiate and facilitate the staff off-boarding process, ensuring relevant Department leads complete their responsibilities with the exiting staff member
Provide guidance and knowledge to supervisors on setting compensation for new hires and compensation requests
Analyze and review salary comparisons ensuring internal equity within the division
Coordinate staff appointment changes and input into Workday; Review and process FTE requests
Manage staff reclassification processes (i.e., reviewing all paperwork; provide edits and guidance of any changes and submission of all documents to DOM HR)
In partnership with managers, initiate and process position reviews (i.e., review old JD and new, ensure job profile/duties are in alignment, provide edits, etc.)
Interpret UW HR, SPH, Union, and Workday policies and procedures and provide guidance to faculty, staff, and students
Liaise with central UW HR and the respective Dean’s office on issues related to staff appointments
Manage input, audit, and reconciliation of discrepancies related to appointment records in multiple University systems to ensure compliance with all applicable rules and regulations
Employee Engagement, Relations, and Development (10%)
Facilitate annual performance reviews and formal performance management actions; provide counseling, coaching, and guidance to managers and staff. Liaise, as needed, with the Dean’s office and/or the Department’s Human Resources Consultant
Provide recommendations to management on performance reviews when there are moderate or serious performance concerns while also advising supervisors on incorporating improvement plans in their performance review
Manage and track execution of compliance trainings
Advise and council managers on best practices on employee relations
Work with supervisors and staff on resolving employee relations issues
Meet and discuss with HR Labor Relations and labor union representatives as necessary
Provide HR counsel to managers and staff. Identify potential personnel concerns, recommend action, provide referrals, and resolve conflict. Liaise directly with the Department’s Administrator and the Department’s central HR Consultant (HRC) to determine appropriate courses of action, and bring closure to issues
Leave Management (10%)
Advise employees on collection/routing of the necessary documentation for extended leave situations (parental, FMLA, disability) for faculty, staff, and students
Liaise with central human resources and the disability support office
When necessary, interpret Workday system and UW work/leave policies and procedures for department personnel (including supervisors, division administrators and faculty)
Track and manage Workday entry of extended leave situations (parental, FMLA, disability) for staff and students. When necessary, interpret and implement Workday system and UW work/leave policies and procedures for department personnel.
Provide consultative advice and referrals on leave administration and reasonable accommodation. Oversee FMLA, Parental leave, Disability leave, and other actions related to a variety of leave types.
Interpret federal, state, and UW policy and procedures for Department leadership and advise on complex and confidential staff and student HR issues
Process Improvement and Projects (5%)
Participate in process improvement projects with Senior HR Manager and Senior Leadership
Manage and coordinate various projects at the department level throughout the year as needed/assigned
Develop technological tools to optimally process and track staff appointments
Interpret UW staff policies and translate into useful tools for staff members
Organize and implement new automated tracking systems including training Center, Program and Initiative directors and staff in their use to achieve department wide consistency and compliance
Other duties as assigned (5%)
Perform administrative duties, as needed, including but not limited to: responding to inquiries, copying, maintain appropriate file systems (both electronic and paper), managing departmental databases and other tasks as needed. Work with the Department HR Administrator in identifying departmental HR needs, recommending changes and implementing improvements. Participate in Central Administration projects, activities, and meetings. May assist in the coordination of Visa applications
Work closely with Academic HR to provide support during cyclical times that may have higher volume of work
MINIMUM REQUIREMENTS:
Bachelor’s degree or equivalent and three years of office experience including 2 years of experience in a human resources OR equivalent education/experience
2 years HR experience
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
