Description:


Manage the human resources (HR) department and provide human resource services for the administration and staff at South Central Public Health District in Twin Falls, Idaho. Serve as subject matter expert in consulting with management, supervisors, employees, and the Board of Health.


Examples Of Duties


  • Develops and presents a variety of human resources reports to be shared with management and/or the Board of Health
  • May direct employee training and career development activities
  • Advises and guides supervisors and staff in resolving personnel issues and problems
  • Develops and implements marketing strategies and plans to attract potential applicants for employee recruitment
  • Works with senior management to determine program goals and priorities
  • Provides supervisory duties, if assigned a subordinate
  • Responsible for developing and managing human resource-related policies and procedures, including but not limited to policies and procedures in recruitment and selection, salary administration, promotions, performance evaluation, employee problem-solving, and employee development
  • May work with an outside consultant to plan, organize, and conduct job analysis and classification studies. Makes recommendations based on analyses. Directs job classification activities
  • Advises management in organizational and job design
  • Collaborates with management and aids the preparation of legal, state, and federal inquiries involving personnel matters
  • Plans and directs implementation and operation of human resources systems. Directs establishment and maintenance of employee records systems
  • Ensures program compliance with applicable federal and state laws, rules, equal employment opportunity, and district HR policies


Human Resources Services


  • Consults with and advises management and supervisors in human resources areas including, disciplinary actions, disciplinary documents, and problem-solving processes
  • Develops and conducts training in human resources areas
  • Monitors and evaluates compliance with applicable laws, rules, policies, and procedures
  • Compiles statistical information and documentation and prepares reports and recommendations
  • Manages pre- and post-employment drug screenings
  • Recommends, develops, and updates human resources policies and procedures
  • Train employees and supervisors on compliance with state and federal laws/regulations, Title VII, harassment, or respectful workplace
  • Investigates human resources problems, including all allegations of misconduct or wrongdoing, and makes recommendations to staff and/or management


Minimum Qualifications


  • Bachelor’s degree in Human Resources Management or a related field
  • Or the equivalent of 5 years of Human Resources work experience in a mid-size organization, employing 50 – 100 employees
  • Experience in developing and conducting training
  • Good knowledge of personnel recruitment methods
  • Provide expert human resources consultation to management/leadership
  • Experience researching and preparing reports and recommendations
  • Experience in conducting in-depth interviews
  • Good knowledge of human resources administration, equal employment opportunity concepts, ADA rules, and state and federal employment rules and laws
  • Experience in interpreting, applying, and explaining employment laws or rules
