About The Work Unit


The Colorado Department of Public Safety (CDPS) Human Resources office exists to provide human resources services to the general public, applicants, managers, and employees of CDPS.


Consultation services include benefit administration, time and leave management, compensation consultation, employee relations, exam development, HR policy development, job analysis, job evaluation and classification, organizational development, new employee orientation and onboarding, performance management (PMP), interpretation of CDPS HR policy, state personnel rules, state and federal employment laws, progressive discipline, records management, recruitment, responding to grievances, appeals, charges of discrimination, reorganization matters, retention, selection and selection appeals, worker’s compensation, settlement advice, strategic planning and overall HR guidance to CDPS managers, supervisors, and employees.


About The Job


This position supports the Chief HR Officer and Managers with developing analytical reporting methods and administrative tasks.


Key Responsibilities


HR Business and Budget Manager


  • Assists Chief HR Officer with development of detailed budget. Monitors current budget status for HR funds throughout the fiscal year, interprets reports, compares actual expenditures to planned budgets, provides summary information to Chief HR Officer, and works with CDPS Budget and Accounting staff to correct issues and discrepancies.
  • Is the HR point of contact for access/ID cards and coordinates access cards for new EDO employees and other divisions as necessary.
  • Performs technical, complex and or specialized office support work, which requires the exercise of independent judgment, the application of various technical skills and detailed knowledge of the activities and procedures specific to the office.
  • Responsible for completing and tracking routine office supplies; IT equipment, maintaining knowledge of procurement procedures; and operating copiers, fax machines, computers, printers and other office equipment as needed.
  • Determines and orders supplies using procurement procedures for purchasing and budgeting.
  • Assists in the organization and development of procedures of the HR/Payroll unit to be cost effective and in compliance with state fiscal rules.
  • Ensures access to various records systems for appropriate employees.
  • Responsible for assessing current operations and drafting new policies to reflect any inefficiencies in operations. Establishes general office record- keeping systems and resource libraries, and devises recommendations for record keeping systems.
  • Collects and distributes mail.
  • Provides general administrative assistance and support for the Chief HR Officer, managing and prioritizing requests, calendars, meeting schedules, recording meeting minutes, logistical support and preparation for meetings and events, and communicating with other Sections, Divisions, and external stakeholders on behalf of the Chief HR Officer. Synthesizes and disseminates pertinent information to staff. Facilitates information sharing with internal and external stakeholders and partners.
  • Determines, orders and maintains resources; retrieves and distributes phone messages, email, mail and faxes; assists with general correspondence; maintaining email and mailing lists; keeps calendars updated; prepares spreadsheets, correspondence, templates for resource documents, and training materials.
  • Develops Office level processes and procedures, writes standard operating manuals for those procedures, and ensures accountability with those guidelines by staff.
  • Tracks technical budget detail matters such as estimating/forecasting budget needs; preparing budget documents; overseeing compliance with budget guidelines/ recommending adjustments to remain within overall budget limitations and Interpreting budget materials, guidelines, and processes.
  • Responsible for payment for training, memberships and other payment needs of HR Team members and any required purchasing requirements (CORE), processes Invoices and Subscriptions (RTD, Baseline, Tuition Reimbursement, etc).
  • Maintains working knowledge of office equipment and troubleshoots issues as they arise.
  • Oversees and ensures that office administration functions of the HR Office are carried out in the most effective and sustainable manner.
  • Trains other staff on office procedures, record-keeping, and use of systems.
  • Develops and coordinates coding procedures and systems in conjunction with CDPS Budget and Accounting staff, shares with Chief HR Officer, and trains individuals as needed.
HR and Payroll Program Support


  • Serves as a backup to the CPPS team member, processes CPPS updates and learns the system to expand the support.
  • Interprets evaluation feedback to help direct the work of other staff members to provide relevant services to all constituents.
  • Answers the main HR and Payroll lines, greets walk-in customers, and properly manages HR traffic through the office.
  • Assists when requested in preparing personnel files and other documents for the AG or other external sources.
  • Handles responses to employment verifications, background check requests, subpoenas, etc.
  • Monitors and manages HR email in-box and routes documents to the appropriate HR Team member, or files incoming documents, or personally responds to inquiries. Acts on these requests by either responding or forwarding to the appropriate HR Team member.
  • Acts as a project manager on large data requests projects by tracking the plan and deadlines and working with responsible parties in getting the data provided to customers in a timely fashion.
  • Must stay current with all programs provided by HR/Payroll to better advise customers and refer to appropriate staff members by appropriately directing incoming telephone calls and email inquiries promptly.
  • Handles personnel file requests from outside entities.
  • Serves as the liaison between the HR office professional staff and program customers by interpreting guidelines technical assistance so that requests go to the appropriate staff member in a timely fashion with some customer inquiries being resolved by this position.
  • Analyzes evaluation data from HR systems and surveys to streamline programs and make recommendations to other staff so that trainings are successfully designed and resources obtained, that offer information relevant to audiences.
Data and Records Management


  • Provides input into HRIS system implementation providing recommendations based on trends, types of requests received in HR office to ensure the system implemented meets customer needs.
  • Prepares monthly reports for Division/Department personnel.
  • Performs other duties as assigned.
  • Coordinates CBI and CSP Accreditation requests to ensure that HR fulfills their responsibilities in support of their Accreditation status.
  • Runs external and internal CDPS HR sites analytics and provides trend analysis updates to the team.
  • Prepares required annual reports and ad hoc reports as needed.
  • Responsible for maintaining all records of the HR office including budget information, preparing reports and distributing monthly and ad hoc reports.
  • Files all CDPS personnel records in accordance with the best practice of records management.
  • Ad hoc requests from divisions like work histories, position descriptions, personnel file review and records requests

Minimum Qualifications


  • Five (5) years of professional experience as an HR Generalist.
OR


  • One (1) year of professional experience as an HR Generalist.
  • Bachelor's degree from an accredited institution in any field.
OR


  • Advanced degree from an accredited institution in any field.
Preferred and Exceptional Candidates will have


  • Experience performing or supporting State recruitment and selection processes Experience working in CO Jobs/NeoGov, EDW, Kronos.
  • Experience navigating personnel information systems.
  • State of Colorado experience navigating personnel information systems, laws, rules, etc.
  • Comprehensive knowledge of relevant federal and state law/legislation.
  • Experience speaking to large and small groups.
