Your duties at a glance
As an employee working within the
Child Welfare Program
, you will have an opportunity to make a meaningful difference in the lives of Oregon’s most vulnerable children and families. Your dedication will help us achieve the Child Welfare

As a Hotline Screener, you will:
  • Receive reports of alleged child abuse and neglect and determine the department’s response. The Child Abuse Hotline often receives more than 600 calls within a 24-hour period.
  • Gather detailed and relevant information from reporters regarding the family subject of the report, alleged maltreatment, child vulnerability and general family functioning.
  • Complete written reports of collected information and professional decision-making rationale for all reports.
  • Determine eligibility and appropriateness of services (e.g., protective, family support services, other community services).
  • Serve as the first stage of the department’s safety intervention model.
  • Receive phone calls and written reports from mandatory reporters and the general public to assess client for appropriate referral.

What you need to qualify
A bachelor’s degree in Human Services or a field related to human service, or;
A bachelor’s degree unrelated to Human Services and either:
  • One year of Human Services related experience, or;
  • Completion of coursework equivalent to certification consistent with Oregon Caseworker Competency, or;
An associate degree and either:
  • One year of Human Services related experience and related training, coursework or certification consistent with Oregon Caseworker Competency.
  • Two years of Human Services related experience, or;
Essential attributes
We are looking for candidates with:
  • Experience engaging and working with community partners and organizations.
  • Proficiency in Microsoft Word and Excel or other database software programs, including typing skills.
  • Ability to serve a diverse clientele equitably.
  • Experience communicating effectively with people over the telephone, in writing and in person including making decisions within an urgent timeline.
  • Skill in defining and explaining complex rules and guidelines in a variety of settings.
  • Skill in reading or writing reports, such as case plans, court reports and investigative reports that include conclusions and recommended action.
  • Knowledge or experience that has prepared you for a job screening reports of child abuse.
  • Knowledge or skill with behavior management techniques, including in difficult or hostile situations.

Working conditions
  • This position is eligible for a hybrid work agreement (working from home most of the time) after the training period. ***Training will last 3 months and all training will be conducted in the Portland office. After the training period is complete, your work will be primarily remote with the exception of ongoing trainings and meetings that will be held in office approximately eight times per year.
  • The environment is fast-paced and requires flexibility and the ability to prioritize work related to child safety and respond quickly to emergent situations.
  • Your work is performed during various shifts that may include the traditional work week, swing shift, evenings, weekends and occasional required overtime. Working hours may be adjusted within a given week to provide services.
  • Callers to the Oregon Child Abuse Hotline can be in crisis as they make reports about their own family members and experiences. You must be trauma-informed and respond appropriately to callers when they are sharing very difficult information.
  • You will answer calls to the Oregon Child Abuse Hotline regarding situations that pertain to violence, abuse, neglect and trauma. You will answer anywhere from 6-12 calls a day from various sources. These calls can contain detailed information about child abuse (physical abuse, sexual abuse and neglect), domestic violence, fatalities of both children and parents, drug use etc.

  • The Oregon Department of Human Services does not offer visa sponsorship.
