Job Description
Duties
The purpose of the position is to plan, coordinate, direct, and implement the medical readiness administrative programs of the state and provide oversight for the other programs located in the Office of the State Surgeon. This position serves as the State Surgeon's full time representative.
The Position
  • Manages all resources budgeted to the state for medical programs. Prepares annual budget for the state medical readiness program to include funding at state, NGB, and DA sources.
  • Develops, plans, coordinates, and institutes medical policies to implement higher-level directives and federal law to provide optimum guidance and support to subordinate organizations.
  • Supervises Preventive Medicine Section personnel.
  • Represents the State Surgeon as the principal full-time medical advisor to The Adjutant General, Component Commanders, the Chief of Staff, and other directorate level staff elements, and as a liaison with all State, NGB, and Federal organizations concerning medical matters.
  • Oversees and manages the medical readiness program of the state, which includes planning, coordinating, and providing guidance to all medical resources within the state.
  • Performs other duties as assigned.

  • This is an excepted service position that requires membership in the District of Columbia National Guard prior to the effective date of placement.
  • This is an Indefinite tenure appointment for an initial 13 months with the potential for extensions in increments of 1 year or less Not To Exceed a maximum of 4 years from the start date.
  • Federal employment suitability as determined by a background investigation.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • Must possess or be able to obtain and maintain the appropriate security clearance type and level within one year of appointment according to Army Force Personnel Security Program Management Directives.
  • Selectee will be required to wear the military uniform.
Qualifications
AREA III: Current or former Uniformed Service Members (Active, Reserve, Guard) nationwide who are eligible for military membership in the DCANG / DCARNG.
MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military assignment in the DC Army National Guard. Compatible military grade required prior to the effective date of placement.

Maximum: O-5/ LTC

GENERAL EXPERIENCE : Must be certified at the next higher level before being eligible for this level and must have a minimum of one-year on-the-job experience in a career skill competency level immediately below the next higher level. Must have validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE : Must have experience at a journeyman career skill competency level in the medical service core functions. Experience, education, and training that resulted in competent skills and knowledge of the principles and practices related to the management of health care delivery systems. Experienced in Health Service Program's principles and practices related to the management of health care delivery systems; experienced in performing health services management; hospital administration and practice. Experienced in analyzing and recommending solutions to complicated problems related to health systems. Experiences must include a thorough and distinctive knowledge of health care delivery systems regarding missions, organizations, programs, and requirements. Must have expert organizational skills; expert leadership competencies; articulate oral skills; exceptional writing skills; and endorsed experiences in briefing senior leaders on related subjects.
  • NOTE : May substitute an educational-degree study program for some specialized experience factors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • This is an indefinite tenure appointment not to exceed a maximum of 4 years from the initial appointment date.

Education
An Undergraduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), or related fields such as, Primary Care Management. Other completed degrees in Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, Biomedical Engineering, Clinical Engineering and Health Management/Health Systems Engineering, Operations Research, or other closely related degree fields.
OR
A Graduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, or another business-related equivalent.

Additional Information
This is an excepted appointment with indefinite tenure, made for an initial period of 13 months with the potential for extensions in increments of 1 year or less up to a total of 4 years. Appointees do not acquire permanent status or career-conditional employment through an appointment.
