Job Description
MINIMUM TRAINING & EXPERIENCE

Bachelor’s Degree in public administration, business administration, or other related field and a minimum of four (4) years of total experience in grant writing, and grant monitoring and compliance required. Master’s degree is preferred. Experience in project/program management, state and federal legislation, emergency management, and public information is preferred. Any combination of the specializations may be accepted. Must have knowledge of computer applications, including word processing, presentations, spreadsheets, data base management, project management, and basic accounting principles. Experience with program management preferred. Must possess or can obtain a valid Florida’s Driver’s License and have and maintain an acceptable driving record.

EMERGENCY DECLARATION STATUS

Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident by incident basis, the employee’s Department Head will make the determination as to who will be required to work.

GENERAL STATEMENT OF JOB

Performs professional and administrative work to identify State and Federal grant opportunities applicable to all City departments and assists respective departments in their application and management of such grant programs; assists the Office of the City Manager with special projects related to the City’s state and federal legislative priorities. An employee assigned to this classification shall be primarily responsible for researching grant opportunities, assisting with the preparation of grant applications through coordination with departments and providing technical assistance to the departments relating to the monitoring and reporting of such grants. Responsibilities may also include preparing purchase requisitions and RFPs. Reports to the Deputy City Manager.

SPECIFIC DUTIES & RESPONSIBLITIES

ESSENTIAL JOB FUNCTIONS

Serves as the citywide grant writer by researching and identifying State and Federal grant opportunities applicable to all City departments; Coordinates with department to prepare the grant application; Provides technical assistance to the respective departments on grant monitoring, compliance and reporting requirements; Acts as the department liaison to federal, state, and local granting agencies and attends meetings as needed.

Coordinates with the City’s contracted lobbying firm to identify State and Federal legislative priorities citywide, scheduling meetings with state legislators and other elected officials, and assisting in the preparation of materials necessary to seek State and Federal funding appropriations and legislation.

Assists the Office of the City Manager on special projects, as necessary. Performs other job-related duties as assigned.

This position is General Exempt and is covered under Personnel Policies and the Administrative Code.
Health Insurance: Health care plan options include HDHP, OAPIN and OAP through Cigna.
Dental Insurance: Dental coverage is offered in three plans that include DHMO & PPO High/Low plans.
Vision Insurance: Vision coverage includes an annual eye exam, frames and lenses or contact lenses in lieu of eyeglasses.
Life Insurance: The City of Palm Bay provides each employee with life insurance in the amount of one time their annual base salary at no cost. Additional coverage is available at the employee's cost up to the Guaranteed Issue amount of $250,000.
Dependent/Spouse Life Insurance: The City of Palm Bay provides each employee with dependent/spouse life insurance in the amount of $5,000 per dependent at no cost. Additional coverage is available at the employee's cost.
Short Term Disability: Coverage pays 66 2/3% of employee's annual base salary during a short-term disability period not to exceed 26 weeks.
Long Term Disability: Coverage pays 66 2/3% of employee's salary at time of disability after a 180 consecutive day waiting period.
Defined Contribution Retirement Plan: City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution.
Holidays: 10 holidays and 1 birthday holiday.
Paid Leave: Accrue 96 hours of vacation and sick leave per year. Accrued vacation hours increase after 10 years of service. Administrative leave for exempt employees – 48 hours per year.
