Our DC-based client is a dynamic and growing organization who is actively looking for a Policy Analyst for Government Affairs to join its team. The Policy Analyst for Government Affairs pursues the advancement of organization membership’s policy objectives in the legislative and regulatory arenas through identification of and engagement on legislative and regulatory threats and opportunities, research, writing, and utilization of expertise to inform the analysis of key policy matters.


Responsibilities include but are not limited to the following:

Government and Regulatory Affairs:


  • Continuously identifies, monitors, analyzes, and tracks complex legislation and issues/industry developments that may impact association members.
  • Excellent research and writing skills are necessary.
  • Strong interpersonal skills and an ability to work well with individuals from a variety of diverse backgrounds and in a team setting.
  • Organizes and presents information necessary to escalate more complex issues to association leaders both verbally and in writing and prepare briefings for association leaders when necessary.
  • Prepares briefings, studies, and reports for presentation to senior association staff and members.
  • Able to persuasively communicate complex issues in a clear and concise manner.
  • Develops responses to regulatory activities, including working with key business colleagues to develop internal and/or external comment letters, coordinating with other interested stakeholders, and contributing to the development and execution of advocacy plans.
  • Maintains up to date “state legislative tracking” reports and information describing state legislative trends of interest to association members.
  • Effectively communicates policies, positions, and engagement in legislative and regulatory activity. Authors articles, testimony, materials, and online content; engages in internal presentations, develops testimony, provides information and analysis, proactively and upon request, to leadership, staff, and other stakeholders.
  • Prepares senior association government affairs staff for testimony at hearings or member/staff meetings and scheduling.
  • Identifies needs for events, plans, and identifies speakers, content, and hosts (virtually and in-person). Provides legislative and regulatory updates and acts as a legislative and regulatory expert for questions.
  • Tasks may include the analysis of specific issues, identification of alternatives, white paper development, development of policy review papers, development of policy directives and handbooks, and other analytical tasks focused on payments policies.
  • Prepares reports on selected legislative developments for the benefit of senior association staff and members.
  • Other duties that align with the mission and vision of the association.
  • Helps strategize to increase organization and its membership’s positions as thought leaders with policymakers, think tanks, and regulatory organizations.
  • Able to work well in a fast-paced environment and to adapt quickly to a changing policy environment and unplanned needs.
  • Helps develop and implement grassroots strategies (e.g., fly-ins, educational days, etc.).


Role Requirements:


  • In-depth understanding of the legislative process, state government operations, and the political process.
  • Exceptional, demonstrated, written and oral communication skills including the preparation of issue summaries, regulatory comments, testimony, and other written reports of a technical and complex nature. Maintains sensitive information with diplomacy and tact.
  • Analytical and forward thinker, results oriented, self-organized and self-starter.
  • Bachelor’s degree in political science, public administration, social science, or similar related field.
  • Proven ability to develop and implement comprehensive legislative and regulatory advocacy strategy.
  • Demonstrated ability to analyze, understand, and explain complex policy issues.
  • Ability to prioritize, manage and complete multiple, complex projects.
  • Ability to display patience in ambiguous situations; creative and flexible in willingness to customize and adapt to quickly changing situations or advocacy positions.
  • Knowledge of payments and financial services a plus.
  • 3-4 years’ relevant experience in government relations with a trade association, or a private company in its Government Affairs department.


Additional Requirements:


  • Availability & willingness to travel up to 10% of the time during legislative sessions and may be via air, car, or rail.
  • Client requires full vaccination against COVID-19
  • Hybrid schedule - 3 days in office/2 days outside
