Job Description

Basic Function

Holly Energy Partners is seeking a GIS Specialist. This position is open to for location. The GIS Specialist Administers and troubleshoots GIS and associated databases, performs edits to versioned GIS database, integrates applications with GIS, manages special projects, and assists with evaluating and selecting new equipment and technology. Employees work as part of a team and are responsible for ensuring the team meets its objectives.

Job Duties

(functions considered essential as defined by ADA)

  • Perform As-built edits in a versioned environment
  • Provide training for GIS and data management applications.
  • Respond to and resolve inquiries from end-users, developers, contractors, and other customers regarding GIS and data management requirements.
  • Providing analytical support in preparing DOT Annual Reports and various state required permits and digital submissions, Annual National Pipeline Mapping System (NPMS) submittals, FERC reports.
  • Develop and maintain extract, transform, load (ETL) processes
  • Coordinate GIS integration with other pipeline data management and analysis systems.
  • Develop and maintain GIS database of pipeline system assets.
  • Ability to independently prioritize work schedule to accommodate customer requirements and demands.
  • Administer GIS servers, PCs, and workstations, including system software, programs, access, and security.
  • Prepare custom maps, GIS layers, datasets, customized GIS interfaces, metadata, and reports for internal and external customers related to pipeline construction, operation, maintenance, integrity management, and compliance requirements.
  • Design and develop complex GIS database models, applications, and templates.
  • Stay current with industry trends and data management technology, attend industry conferences and remain active within industry organizations and committees.
  • Collaborate with internal IT and third-party vendors to evaluate and implement GIS and data management solutions.
  • Participate in the development, maintenance, and implementation of policies and procedures ensuring GIS information accuracy.
  • Maintain and administer Geographical Information Systems (GIS) and data management systems.
  • Support Integrity Management activities related to data management and data integration requirements.
  • Transpose complex data from records, maps, CAD drawings, and other sources into GIS and related databases.
  • Perform complex geo-spatial segmentation analysis in support of Pipeline Risk Management and Integrity program


Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion


Experience

A minimum of 5 years of experience with the ESRI suite of software (ArcGIS Enterprise, ArcGIS Server, Portal for ArcGIS, ArcGIS Pro, Survey123, FieldMaps, etc.), SQL/Oracle RDBMS, CAD, GIS as-built editing or other related computer experience is required.

PREFERRED EXPERIENCE:

  • Intermediate proficiency with Microsoft Office.
  • Intermediate proficiency in the pipeline database models: UPDM, APDM, PODS
  • Working knowledge of digitizing hardware/software, geospatial data formats (SHP, File/Personal Geodatabases, etc.), and attributing data sources, map projections, and land (legal) descriptions.
  • 3 or more years of experience in Pipeline Integrity.
  • Working knowledge of Safe Software's FME.
  • 5 or more years of experience in GIS mapping and GIS analysis supporting pipeline workflows.
  • Working knowledge of Python Scripting for ArcGIS.
  • Working knowledge of processing GPS data.

Education Level

A minimum of a Bachelor's Degree in GIS, geography, computer science, engineering, cartography, or related field is required or equivalent years of related work experience in lieu of education may be substituted (4 years of related work experience).

Required Skills

Strong GIS skills with ESRI software. Strong SQL/Oracle or related RDBMS skills including development skills. The ability to effectively communicate with others, both verbal and written communication skills, advanced reading skills, and team-oriented individual. Genuinely excited and enthusiastic about learning, pushing technical limits and finding new solutions. Formal training in or high level of experience with GIS, database applications and systems integration. "Hands-on" experience, good analytical and problem solving skills. Understanding of the concepts behind data management in a relational database. Good IT technical skills. Ability to think and solve problems. Understanding of and/or willing to learn math and statistical analysis.

Supervisory/Managerial Responsibility

No formal supervisory role; may train, guide, prioritize, or lead employees in the designated work unit.

Work Conditions

Office based with occasional visits to the field and occasional travel up to 25% by land or air. At times required to work outdoors and subject to all temperatures. Subject to varying road and weather conditions.

Physical Requirements

Job conditions require standing, walking, sitting, twisting, stooping, crouching, kneeling, lifting or carrying and pushing and pulling up to 25lbs, some strenuous activity, talking or hearing, making precise hand and finger movements, reaching or grasping, perceiving color differences, and ability to wear personal protective equipment and a respirator during emergency situations as needed (beards not permitted).
