Job Description

Duties

  • Guidelines are based on geographical publications, USACE Aviation Policies, program policies, and District goals.
  • This position serves as the lead operator of Small Unmanned Aircraft Systems (sUAS) in the St. Paul District.
  • The incumbent, a recognized expert in Geographic Information Systems (GIS), independently plans, coordinates, and carries out complex assignments in accordance with program policies.
  • Responsibilities include ensuring that all aircraft operations and planning requirements are met before each mission, including proper submission of flight plans.
  • Participates in and/or facilitates crew mission briefing meetings to assign specific duties and responsibilities to each crew member.
  • As a technical manager, applies knowledge of geodesy, photogrammetry, mapping, Geographic Information Systems (GIS), and computer technology to plan, coordinate, and complete mapping and GIS tasks to support a range of projects.
  • Collaboration with the GIS Section Chief and the Aircrew Training Program Manager is required for planning and making recommendations for future projects.
  • Performs and trains others in performing mission planning tasks as directed by the ATPM.
  • The incumbent works under the supervision and guidance of the GIS Section Chief in the Regional Planning and Environment Division North.

  • The incumbent must obtain and maintain a current USACE Remote Pilot License. Must complete the USACE SUAS Qualifications Course within 90 days of hire, and maintain remote pilot status per ATPM and USACEHQ specifications.

Qualifications

Who May Apply: US Citizens
In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for the Geography 0150 Series:
A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience Required:
GS-09:
Specialized Experience: One year of specialized experience which includes meeting ONE OF THE FOLLOWING: 1) Experience piloting and/or maintaining Small Unmanned Aircraft Systems (SUAS/UAS) including Quadcopters, Fixed Wings, Ground Control Stations, and payloads; 2) establish UAS control points using control mats and/or high-resolution surveying GIS equipment; 3) experience planning and/or piloting 10 or more successful UAS missions while adhering to FAA UAS policies; and 4) process UAS imagery into Digital Surface/Terrain Models, imagery mosaics and/or 3D models using industry recognized UAS software such as Pix4D, Drone2Map, or equivalent software. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07) or equivalent level.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Geography.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11:
Specialized Experience: One year of specialized experience which includes meeting TWO OF THE FOLLOWING: 1) Experience piloting and/or maintaining Small Unmanned Aircraft Systems (SUAS/UAS) including Quadcopters, Fixed Wings, Ground Control Stations, and payloads; 2) establish UAS control points using control mats and/or high-resolution surveying GIS equipment; 3) experience planning and/or piloting 10 or more successful UAS missions while adhering to FAA UAS policies; and 4) process UAS imagery into Digital Surface/Terrain Models, imagery mosaics and/or 3D models using industry recognized UAS software such as Pix4D, Drone2Map, or equivalent software. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09) or equivalent level.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Geography.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12
Specialized Experience: One year of specialized experience which includes meeting THREE OF THE FOLLOWING: 1) Experience piloting and/or maintaining Small Unmanned Aircraft Systems (SUAS/UAS) including Quadcopters, Fixed Wings, Ground Control Stations, and payloads; 2) establish UAS control points using control mats and/or high-resolution surveying GIS equipment; 3) experience planning and/or piloting 10 or more successful UAS missions while adhering to FAA UAS policies; and 4) process UAS imagery into Digital Surface/Terrain Models, imagery mosaics and/or 3D models using industry recognized UAS software such as Pix4D, Drone2Map, or equivalent software. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) or equivalent level.
