To protect life and property by performing firefighting, emergency medical aid, hazardous materials and fire prevention duties. Maintains fire equipment, apparatus and facilities, and other duties as required. Works under the close supervision of the Assistant Public Safety Director – EMS/Fire Chief and the EMS/Fire Commanders. This is a 2288 hour per year position.
ESSENTIAL DUTIES AND RESPONISBILITIES:
Performs fire fighting activities including driving fire apparatus and ambulances, operating pumps and related equipment, laying hose and performing fire combat, containment, ventilation and extinguishment tasks.
Performs emergency medical aid and rescue activities including administering first aid, operating EMS equipment such as monitor/defibrillator, portable suction units, etc., performing extrication and providing other assistance as required.
Performs fire prevention activities including public safety education, fire code and fire investigations to determine cause and origin of fire situations.
Responds to emergencies in an effective and efficient manner.
- Places equipment in most appropriate position.
- Operates apparatus to provide most effective use of available water supply.
- Drives various apparatus and ambulances to the scene of call.
- Lays and connects hose in the proper manner.
Approach origin of fire, being conscious of tactical priorities and the ability to facilitate fire control measures.
- Applies appropriate quenching streams/agent to the source of fire.
- Selects the most suitable places to apply ventilation techniques.
- Reacts to rescue operations, fire control procedures, and property conservation.
- Raises/lowers ground ladders.
Anticipates fire behavior characteristics in order to minimize the threat to life and property.
- Recognizes the dangers associated with flashover and flame spread.
- Understands the basic components of burning.
- Selects appropriate class of extinguisher to stop burning.
Performs numerous and varied tasks individually or in unison with other firefighters.
- Operates equipment in an efficient and safe manner.
- Performs Fire Prevention duties as assigned to include: Public safety education, inspection and investigation.
- Performs assigned duties in maintaining apparatus, equipment, building, quarters and grounds.
- Employs proper procedure for use, inspection, care and maintenance of Fire Department equipment.
Responds to Emergency Medical Service (EMS) calls for first aid and assistance, performs rescue and patient care as required.
- Determines nature and extent of injury/illness.
- Provides medical treatment in accordance with the protocols established by the City's medical director.
- Assists in the removal of persons from life threatening situations. Utilizes manual and powered rescue equipment to extricate persons trapped. Utilizes prescribed techniques to remove victim(s) to safety.
Maintains and expands knowledge and skills in the areas of fire suppression, hazardous materials mitigation, EMS and fire prevention.
- Attends fire service/EMS programs to continue his/her education.
- Participates in department sponsored simulated and classroom training.
- Attends required fire service courses at accredited schools.
If assigned as a paramedic, accomplishes all additional elements of the paramedic position description.
Assists in public safety programs that are oriented to EMS, fire prevention, education and public relations.

Maintain and foster an environment, which facilitates the Exceeding Expectations (professional, responsive, leaders) philosophy of the City.
Perform all other duties and assume other responsibilities as assigned or apparent.
MINIMUM QUALIFICATIONS:
High school graduate or equivalent.
Must successfully pass City administered initial and periodic physical agility test, physical examination, stress test, drug screen, pulmonary function test, and psychological evaluation.
Must possess valid driver’s license to operate a motor vehicle in Minnesota and be insurable.
Minimum 1 year Firefighter or EMS experience.
State of Minnesota Emergency Medical Technician-Paramedic Certification (EMT-P) or currently enrolled in a verified paramedic program.
State of Minnesota Firefighter I and II Certification or the ability to obtain within 6 months of hire.
PREFFERED QUALIFICATIONS:
Completion of post-secondary degree, preferably in a related technical field or equivalent combination of education and experience.
Arson Investigation Course.
Fire Apparatus Operator Course.
PHYSICAL DEMANDS:
Vision: Normal vision needed with or without correction. Specific vision abilities required by
this job include close vision, distance vision, color vision, peripheral vision, depth
perception and the ability to adjust focus.
Hearing: Normal hearing needed. Firefighter must discriminate among similar sounds in
environments with a great amount of background noise.
Speech: Must be able to communicate effectively.
Lifting: The employee must frequently lift and/or move up to 60 pounds and occasionally lift
and/or move up to 165 pounds.
Carrying: Must be able to carry and/or move a 43 pound apartment pack up two flights of stairs.
Swinging: Must be able to swing a sledge hammer for a minimum of 25 repetitions.
Drag: Must be able to drag an object weighing 175 pounds or more.
Walking/
Mobility: Must be able to walk or crawl while carrying or lifting. Must be able to ascend and descend stairs or ladders. Must be able to balance and have the ability to steady oneself and keep from falling. Must be capable of reaching (extend the hands or arms in any direction); capable of utilizing both gross and fine muscle functions for the handling (seizing, holding, grasping, turning, or otherwise working with the hands); fingering (picking, pinching, or otherwise working with the fingers); and feeling (perceiving attributes of objects such as size, shape, temperature, or texture by means of receptors in skin, particularly those of the fingertips). Must be capable of applying a leg lock with either leg upon a ground ladder to provide a safe anchor when operating hose lines or performing rescue work. All lifting, dragging and/or walking/mobility requirements are to be met while in full protective gear, which weighs approximately 60 pounds.
Pulling: Must be able to pull a 25 pound hose from ground to second story and return to ground level. This needs to be a hand over hand pull without using any bars or leverage devices to help as a pulley.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places or confined spaces, and is occasionally exposed to blood borne pathogens, wet and or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock and vibration.
The noise level in the work environment is usually moderate, except during certain fire fighting or EMT activities when noise levels may be loud.
