Job Description
Brief Description

Job Summary

Within broad parameters and in accordance with general organizational requirements and accepted practices, manages the Fire Prevention Division, reviews plans and documents for code compliance, and conducts and oversees fire investigations. Supervises and coordinates the fire prevention and inspection activities of the Fire Prevention Division to ensure compliance with codes, standards, regulations, policies, and procedures. Performs fire prevention and fire investigation services and activities, reviews plans and specifications for buildings and fire protection systems, and coordinates assigned activities with other divisions, departments, outside agencies and the general public. Resolves customer complaints by meeting with citizen groups and serving on problem-solving committees. Conducts review and permitting of all special events. Participates in prosecution of cases as needed. Assists with the filing of court cases related to unlawful fires and arson in court hearing jurisdiction. Develops and prepares the operating budget for the Fire Prevention Division. Prepares reports and ordinances for the Fire Chief, Mayor, and City Council. As needed, represents the Fire Department before the City Council and committees concerning fire prevention matters. Researches, presents, and recommends revisions to policies, procedures, and ordinances. Attends and participates in professional group meetings. Stays abreast of new trends and innovations in the field of fire suppression, fire prevention, rescue operations, and fire investigation.



Job Duties

Essential Functions
  • Manage Fire Prevention Division: Perform responsible management, technical and administrative work in developing and implementing a comprehensive fire prevention program. Assure department’s compliance with State and Federal codes, standards, and regulations of the City. Provide guidance on code questions. Monitor and evaluate the efficiency and effectiveness of the service delivery methods and procedures and allocate resources accordingly as they relate to the needs of fire prevention. Monitor incident reporting, and update fire loss reports for quality assurance. Coordinate inspection reports. Conduct field inspections to ensure code compliance by inspecting blasting sites, burning sites, atrium systems, sprinkler systems, fire pumps, emergency power systems, hazardous processes, and perform state inspections. Direct the department’s community relations, outreach, education and/or public information programs. Monitor and evaluate performance of assigned personnel, prepare and conduct performance evaluations, ensure staff attend required training and are engaged in professional development opportunities to improve technical or professional skills, provide mentoring and coaching to enhance staff skill and performance, and implement disciplinary procedures as necessary. Prepare and conduct annual employee performance evaluations. Review and approve time sheets and authorize leave requests. Conduct staff meetings to exchange information and coordinate work assignments. Assist in the achievement of the department’s overall succession planning initiatives as they relate to fire prevention. Prepare reports and ordinances for the Fire Chief, Mayor, and City Council. May represent the Fire Department before City Council and committees concerning fire prevention matters. Research, present, and recommend revisions to policies, procedures, and ordinances. Resolve customer complaints by meeting with citizen groups and serving on problem-solving committees. Develop and prepare the operating budget for the Fire Prevention Division. Assist with special projects, reports, and studies.

  • Review Plans and Documents for Code Compliance: Review plans for construction, commercial, and residential development. Assist building professionals, business owners, and the general public with technical inquiries related to planning, construction, plan review, hazardous materials, compliance, and/or inspections. Inspect, approve, or reject all phases of public and private construction and improvements to assure compliance. May recommend alternative solutions and issue correction notices or approvals as appropriate, compile reports, maintain logs and records, and perform related activities.

  • Conduct, Review, and Oversee Fire Investigations: Oversee and participate in investigations of fire scenes to determine origin, cause, and circumstances of fire. Collect evidence, analyze findings, and prepare necessary reports. Coordinate suspected arson cases with City of Greenville Police Department and other applicable law enforcement agencies. Participate in prosecution of cases as needed. Assists with the filing of court cases related to unlawful fires and arson in court hearing jurisdiction.

Qualifications

Job Requirements
  • Associate degree in fire science, business administration, public administration, or related field from an accredited college or university.
  • Over two (2) years of experience as a manager or second-level supervisor in fire prevention/suppression which includes responsibility for developing and coordinating programs/activities, and implementing policies and procedures.
  • Basic Fire/Arson Investigations (accredited program).
  • ICS-300 Intermediate & ICS-400 Advanced.
  • ICC or equivalent Fire Inspector I.
  • Plans Review classes in Fire Protection Systems.
  • IFSAC or equivalent Fire Instructor I.
  • IFSAC or equivalent Fire Officer I.

Preferred Qualifications
  • Bachelor’s degree in fire science, business administration, public administration, or related field from an accredited college or university.
  • NFA Case Preparation and Testimony.
  • Fire and Life Safety Educator I.
  • South Carolina Fire Marshal Rules and Regulations.
  • IFSAC or equivalent Fire Officer II.
  • IFSAC or equivalent Fire Inspector II.

Driver's License Requirements
  • Valid South Carolina Class D Driver's License.

Performance Requirements

Knowledge of:
  • SC State and Federal codes, standards, regulations, policies, and procedures related to fire prevention and inspection.
  • Fire and life safety codes as adopted by the City of Greenville.
  • Permitting of all special events.
  • Technical details related to planning, construction, plan review, hazardous materials, compliance and/or inspections.
  • Code compliance regarding blasting sites, burning sites, atrium systems, sprinkler systems, fire pumps, emergency power systems, hazardous processes, and state inspections.
  • Investigation techniques of fire scenes to determine origin, cause, and circumstances of fire.
  • On-site field inspections with contractors.
  • Fire investigation procedures, including determining origin and cause, and fire casualties.
  • International Fire Code.
  • Department policies and procedures.

  • Read, analyze, and interpret general business periodicals, professional journals, technical journals, policies, and other documents used by the department.
  • Make mathematical calculations and draw logical conclusions.
  • Write reports, prepare business letters, summarize meeting minutes, and compose emails in a clear and professional manner.
  • Operate equipment to include scanner, printer, copier, telephone, computer with Microsoft Office Suite, drills, ladder, hydrant wrench, hydrant gauge, smoke alarms, carbon monoxide detector, pitot gauge, spanner wrench, code books, flashlight, fire extinguisher, two-way radio, evidence containers, camera, and Fire Prevention and Education equipment.
  • Utilize specialized software and systems to include personnel and budget software, timekeeping software, public safety record management system, and other associated software.

Working Conditions

Primary Work Location:
Office environment, vehicle, and outside.

Protective Equipment Required:
Personal Protective Equipment (PPE), gloves, hard hat, safety glasses, safety boots, safety vest, fire investigation coveralls, respirator, and Self-Contained Breathing Apparatus (SCBA).

Environmental/Health and Safety Factors:
Occasional exposure to unpleasant environmental conditions and/or hazards. Weekly exposure to noise and vibration. Monthly exposure to extreme temperature, wetness and/or humidity, noise and vibration, and physical hazards.
