The Village of Whispering Pines (VWP) is seeking an energetic and self-motivated individual for the position of Finance Officer.
This individual is responsible for effectively managing and accounting for the financial resources of the Village while overseeing an annual operating budget exceeding $6 million and an investment portfolio exceeding $5 million. The Finance Officer plans directs, organizes, and administers a variety of fiscal and administrative functions including disbursement and accounting of revenues and expenditures, monitor and administering the budget, accounting, purchasing, payroll operations. Work includes managing the annual audit, debt service, and investments as well as supervising a part-time accounting technician. The employee must exercise considerable independent judgment and initiative in planning and directing the fiscal control and procurement system. Work is performed in accordance with North Carolina General Statutes and state regulations governing the responsibilities of local government financial operations, purchasing, contracts and bidding, and Village policies and procedures. Work is performed under the supervision of the Manager and is evaluated through conferences, reports, and an analysis of program records.
The successful candidate shall possess an associate degree (or higher) in accounting, two (2) years work experience in an accounting field, and a valid North Carolina driver’s license. The preferred candidate will have completed NC Local Government Finance Officers Certification courses, and/or experience as a Finance Officer with a NC Local Government. The VWP is a drug free employment environment, and all applicants will be required to pass a pre-employment drug test, and criminal background check prior to employment. The selected individual must be bondable. Applicant must be able to establish and maintain effective working relationships with supervisors and other employees.
This is a full-time position with an annual salary hiring range of $56,301 - $81,469, depending upon education, experience, and certifications. A competitive benefits package is also provided, including: medical, dental, vision and prescription benefits, State retirement, 401(k), vacation, sick, short-term disability and life insurance.
