Job Description

This position is responsible for managing a variety of infrastructure related projects, including but not limited to, erosion control, stormwater management system maintenance/rehabilitation, hydroseeding/ fertilizer application, and non-landfill related construction projects/tasks. This position is also responsible for directing and supervising the staff that support those activities/projects. Responsibilities include field and administrative work, planning, scheduling and supervising field staff, allocating equipment and resources for assigned projects/tasks to accomplish operational plans and goals. A thorough knowledge and understanding of the slope maintenance and stormwater management systems construction and maintenance is required. This position requires reliability, dependability, and accountability in all aspects of the defined role. This position reports to the Director of Land Management Services Job Responsibilities
95.00% - ~ Plans and directs the activities of subordinate staff to ensure slope erosion is controlled, stormwater management systems are maintained, and non-landfill construction related projects are completed at sites operated by the Authority as required.
~ Plans and manages the allocation of equipment and resources for erosion control, infrastructure maintenance/rehabilitation, and non-landfill related construction activities.
~ Performs field inspections to assure objectives are accomplished in accordance with plans, schedules, and long-term goals.
~ Coordinates efforts with landfill operations, landfill construction, and grounds maintenance to effectively manage the required work.
~ Establishes and maintains inspection, operational safety, and maintenance procedures for assigned equipment.
~ Assists in determining current and future equipment and labor resource needs.
~ Initiates and maintains documentation on labor/equipment utilization.
~ Conducts safety meetings and provides periodic safety and operational training.
~ Prepares working procedures and operational reports in conjunction with the Director.
~ Inspects active landfill slopes for erosion on a weekly basis.
~ Inspects closed landfills slopes for erosion on a quarterly basis.
~ Inspects stormwater systems for all sites operated by the Authority on an annual basis.
~ Compiles weekly log of all work completed.
~ Prepares and maintains master maintenance schedule for routine work tasks for all field staff.
~ Takes corrective action for deficiencies noted on SWA periodic inspections.
~ Completes administrative tasks in accordance with SWA policies and procedures.
~ May serve as backup for overseeing grounds maintenance operations in the absence of grounds maintenance supervisory staff.
~ Carries out supervisory responsibilities in accordance with the Authority"s policies and procedures. Responsibilities include interviewing, hiring, motivating, and training employees; planning, assigning, and directing work; appraising performance; mentoring, rewarding and disciplining employees; addressing complaints and resolving problems.
~ Performs related work as required and directed.

~ Ability to plan, budget, organize and implement a variety of maintenance, rehabilitation, and non-landfill construction tasks.
~ Knowledge and understanding of engineering plans associated with site infrastructure.
~ Ability to effectively direct and coordinate the work of subordinate field staff and associated equipment resources.
~ Ability to speak the English language sufficiently to converse with the general public peers and subordinates; to respond to inquiries, and to make entries on reports and records.
~ Strong interpersonal skills with the ability to develop and maintain effective working relationships.
~ Ability to work independently and/or under limited supervision.
~ Ability to supervise subordinate staff.
~ Ability to act with integrity, professionalism, and accountability.
~ Proficient in Microsoft Suite including Outlook, Excel and Word. Physical Requirements
The physical demands and work environment described here are representative of those that an employee must meet to successfully perform the essential functions of this job and will encounter in the work environment.
This position requires routine physical labor and heavy equipment operations while performing the required job duties/tasks which requires the employee to sit, stand, walk, climb, stoop, twist and turn body, kneel, crouch or crawl, bend, talk and hear. The employee is required to use hands to finger, handle, or feel; reach with hands and arms, push and pull or lift objects up to 100 pounds with assistance. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
The duties of this position are consistently performed outdoors where the employee is regularly exposed to outdoor weather conditions, extreme heat, wet and humid conditions. The employee is regularly exposed to moving mechanical parts, and high, precarious places, odors, fumes or airborne particles, vibration, and loud noise levels. The employee is rarely exposed to electric shock, toxic or caustic chemicals, explosives, or radiation in the work environment. The noise level in the work environment is usually loud. EDUCATION AND EXPERIENCE
~ High school diploma or an equivalent recognized certificate.
~ Three (3) years of progressively responsible supervisory experience in maintenance of slopes, infrastructure maintenance, or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
~ Ability to run heavy equipment typically used in utility or roadway construction projects.
CERTIFICATIONS AND LICENSES
~ Valid Florida Driver"s license.
~ Current Landfill Operator Certification (preferred).
