Job Description

POSITION TITLE: Executive Director of Data, Accountability & Assessment (Executive Director) #1860

LOCATION: CHICAGO OR SPRINGFIELD


Reporting to the Chief Education Officer – Instructional Education, responsible for directing the operations for the Departments of Accountability, Assessment, and Data Strategies & Analytics; integrates and executes the policies and expectations of the State Board of Education as the Executive Director; directs, oversees and administers programs, operations and staff; provides leadership and support to school districts, and other educational organizations throughout Illinois; provides leadership in cross functional department work (e.g., student care, school/district improvement, curriculum & instruction) and develops center budget.


Duties and Responsibilities:

  • Supports the work of cross functional department work with demonstrated improved outcomes for all children (e.g., use of data to ground report card work, data governance, and other programmatic decisions).
  • Provides leadership, support, and resources in response to district needs.
  • Monitors and evaluates the activities of the department directors to ensure the application and direction of agency policies, state/federal laws, rules, guidelines and fiscal accountability.
  • Performs other duties as assigned.
  • Works with staff to develop and manage grants, contracts, and budgets.
  • Develops and recommends policies, programs, procedures, and plans to ensure compliance with new or revised legislation and to improve the effectiveness of program implementation with demonstrated improved outcomes for students, in particular special education students, multilingual students, children in early childhood programs.
  • Represents and speaks accurately and professionally on behalf of the State Board of Education to school districts, educational organizations, other state/federal agencies, committees, and the public concerning the interpretation of agency policies, procedures or actions.
  • Directs the overall functions and programs of the center.


Required Qualifications:

  • Experience supporting, mentoring and developing staff capacity and partners who are unfamiliar with accountability and assessment results.
  • Strong verbal, analytical and written communication skills.
  • Minimum of a Master’s degree in Education, Research Methods, Psychology, or related field. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • Possess exceptional organizational, analytical, problem solving and management skills.
  • Ability to think strategically and take actions for results to achieve learning goals for all students.
  • Ability to multitask, meet deadlines, be persistent and a proactive problem solver.
  • Demonstrated commitment to equity for all students.
  • Experience with the use and curation of data, including development of business rules, protocols for data cleaning to ensure accuracy, data security, and multiple ways of representing data to ISBE staff and external stakeholders.
  • Experience with oversight of the implementation of large-scale assessment.
  • A minimum of 3 years of progressively responsible experience working with statewide accountability (i.e., implementation and refinement of a federally required accountability system).
  • Ability to analyze information, summarize findings and present them in ways easily understandable to decision makers or end users.
