- Providing technical assistance to local health departments, other state agencies, private well professionals, and private well owners and users among the general public on topics related to water quality testing, understanding water quality results, water quality treatment options, and applicable statutes or regulations
- Representing DPH and serving as the technical lead on private well related topics in stakeholder meetings with other programs within DPH or in coordination with other State agencies
- Updating website information on private well related topics
- Assisting with completion of new Federal grant applications and tracking of existing Federal grant activities
- Coordinating educational opportunities for local health and the private well workforce
- Developing technical documents that will be posted on the DPH website and be provided to local health staff for reference
- Developing presentation and training materials on private well related topics to keep the private well workforce up to date on current information
- Spearheading the development of regulations for private wells and semipublic wells
- Leading other lower sanitary engineer titles and other staff as assigned
- Developing technical documents to serve as guidance for private well users on various topics

The Environmental Health and Drinking Water Branch oversees, through a health equity lens, activities related to drinking water supply purity and adequacy, food protection, private wells, subsurface sewage disposal, lead, radon, asbestos and over 15 environmental licensing and certification categories. This Section focuses on the interrelationships between people and their environment, promotes human health and well-being, and fosters healthy housing and safe communities.

PURPOSE OF JOB CLASS (NATURE OF WORK)
EXAMPLES OF DUTIES
WORKING LEAD: As assigned by a supervisor, may distribute, prioritize, oversee and review unit work; may provide staff training and assistance; may conduct or assist in conducting performance evaluations; may act as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit policies and procedures; may recommend policies and standards; may prepare reports and correspondence; performs related duties as required.
In connection with sewage treatment and disposal: oversees statewide subsurface sewage disposal program; conducts detailed engineering investigations and studies of operation of municipal, institutional, and private plants; determines physical condition of plant, appraises plant facilities with reference to treatment and safety; reviews and updates public health codes and technical standards; trains and certifies sanitarians; prepares technical engineering manuals; monitors performance of local health departments; reviews operating records and methods; issues instructions; makes recommendations to and confers with officials responsible for plant operations; acts as consultant on treatment problems to public and private officials in State; conducts engineering investigations of sewage and drainage systems in connection with water supply, water treatment, and plants; inspects watersheds for possible sources of bacterial or chemical pollution; investigates cross-connections between potable and non-potable supplies and complaints of abnormal tests with officials responsible for water treatment plant operation or development of public water supply sources; issues steam, sanitary sewer, and groundwater discharge permits; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in civil, chemical or environmental engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in civil, chemical or environmental engineering may be substituted for one (1) additional year of the General Experience.
