General Purpose
Provide technical environmental support to Pacific Power Transmission and Distribution (T&D) Operations’ projects. Assure compliance with applicable environmental policies, procedures, rules, and regulations. Support mandated environmental programs and activities. Conducts analysis through research, gathering and interpretation of environmental-related data and policies, develop recommendations to ensure compliance with applicable environmental laws and regulations. Presents analysis and recommendations to management and implements selected alternative. Analyses include, but are not limited to, feasibility studies, cost/benefit analysis, trending/forecasting, financial analysis, compliance risks, budget analysis and reporting. Specifically, this position will provide professional level services for ensuring the company complies with regulatory requirements of U.S. Fish and Wildlife Service, state and federal laws and regulations relating to avian protection associated with company generation, transmission, distribution, and substation operations. A major focus of the position will be to develop avian retrofit jobs, which includes identifying appropriate avian guards to be installed on powerline and substation equipment,and see the jobs through completion.
Responsibilities
  • Provide technical input to assist in development of project planning.
  • Collect, analyze, and compile avian program data for annual reporting to the U.S Fish & Wildlife Service.
  • Lead development and implementation of reactive and proactive retrofitting jobs to address avian electrocutions
  • Other duties as assigned.
  • Prepare budget forecasts and monitor performance of budgeted activities for assigned environmental services.
  • Supervise consultants and contractors to ensure that obligations, requirements, and compliance are met.
  • Review and comment on agency plans, documents, or proposed regulatory changes.
  • Support implementation of company avian program, including the Avian Protection Plan (APP).
  • Provide environmental support for T&D Operations’ projects (transmission, distribution, and substation construction projects), including NEPA-related permitting activities, CWA Section 404, NHPA Section 106, ESA Section 7, local land use permitting (county and city), and general construction permits
  • Participate in company, public or regulatory agency meetings.
  • Work with local, state and federal agencies, including U.S. Fish and Wildlife Service, Forest Service, Bureau of Land Management, National Parks Service, Bureau of Indian Affairs, State wildlife resource agencies, State Parks, and county and city planning departments.
  • Provide guidance on nest management efforts and nest buffers during construction.
  • Conduct training and provide technical support for company field operations, engineering, construction, and other business units relative to avian protection and general environmental awareness.
  • Monitor avian data collection and ensure that reporting is carried out in accordance with company policy, federal and state regulations.
  • Work directly with operations to address avian issues and provide solutions to make infrastructure avian-safe
In addition to the above, Senior-level responsibilities include
  • Develop and update company policies and procedures on environmental matters.
  • Perform complex environmental work requiring the considerable exercise of independent analysis and judgment in environmental services.
  • Develop and improve methods and procedures to ensure appropriate regulatory and company compliance.
Requirements
  • Data gathering, analysis, interpretation, trending, forecasting, and modeling skills.
  • Ability to develop and present training to appropriate field personnel.
  • Communication and interpersonal skills including the ability to consult with internal and external customers regarding matters/issues which may be sensitive in nature.
  • Ability to travel locally and regionally. Amount of travel may vary but may include multi-day trips and range from 5-15% annually.
  • Ability to work with all levels of an organization including people with different styles and backgrounds; ability to work as a member of a team. Ability to present alternatives and recommendations.
  • Knowledge of applicable Company policies and procedures; applicable federal, state, and local governmental laws and regulations.
  • Proficient with the use of personal computers including spreadsheet, database, word processing, and presentation applications to gather, analyze, and model information.
  • Bachelor’s Degree in Physical Sciences, Environmental Sciences or Engineering; or the equivalent combination of related education and experience.
  • Ability to prioritize workload under pressure.
  • Working knowledge of regulations related to birds, other wildlife, threatened/endangered species, and public lands.
  • Experience in environmental management and reporting, including auditing and training.
  • A minimum of three years of experience in environmental or regulatory matters.
In addition to the above, Senior-level requirements include
  • A minimum of five years of experience in natural resource, environmental regulations and permitting, or other environmental-related regulatory matters.
  • Familiarity with Avian Power Line Interaction Committee (APLIC) guidelines
  • Project management skills including project leadership, task identification, scheduling, and cost/expenditure identification.
  • Demonstrated leadership in dealings with federal and state agencies.
  • NEPA, SEPA, and CEQA experience including development and/or review of related documents.
  • Advanced technical knowledge and understanding of environmental issues and the company’s business processes
Preferences
  • Understanding of avian interactions with power lines.
  • Familiarity with permitting in Oregon, Washington, and California.
  • Specialized knowledge of BGEPA, MBTA, and ESA.
  • Detailed understanding of regulations and impacts for environmental compliance, with emphasis on construction planning and mitigation measures, permitting, and environmental protection of lands.
  • GIS skills and proficient with use of ArcGIS software.
  • Knowledge of electrical systems and terminology.
  • Experience with cultural resources and associated regulations
