Responsibilities

  • Conducts short, medium and long-range planning; analysis of cost data and operating budgets; prepares and administers annual budgets for Improvement Districts and Water Systems; maintains proper fiscal audit trails; maintains capital asset inventory; researches, prepares, coordinates and administers grants.
  • Prepares plans, specifications, and estimates for public works construction projects.
  • Organizes accounting procedures, devises forms, and prepares procedures manuals required to guide the activities of personnel who post data and keep records.
  • Prepares and maintains accurate records, correspondence, technical, and narrative reports relative to a range of water system activities.
  • Performs varied civil engineering type duties in the investigation, planning, and designing of water systems and other civil infrastructure improvements supported by the formation of Improvement Districts.
  • Manages delivery of contract operations, maintenance, and /or repair services to County owned Water Systems.
  • Plans, organizes, and coordinates assigned activities relating to the operation, maintenance and preventative maintenance, extensions and improvement of the Water Systems.
  • Prepares Request for Proposals and Invitation for Bids, analyzes and evaluates the scope and cost of contractor and consultant submittals, interviews, recommends selection, assists in negotiating contractual agreements and prepares final contract and award recommendations for construction and consultant services.
  • Provides information to the public, contractors, engineers, developers, and representatives of other governmental agencies; coordinates activities of contract operators.
  • Performs contract administration for the delivery of planning, design, and construction services.
  • Develops, implements, reviews and supervises water quality control, quality assurance and efficiency for safe and efficient operations of Water Systems and water production programs to ensure compliance with all federal and state requirements relating to drinking water standards; to include preparing and submitting required informational permitting and compliance reports of and for the Water Systems in compliance with reporting requirements.
  • Monitors compliance under County water connection agreements; monitors eligibility of Water System water allocations.
  • Performs complex analytical work, designing, developing and reviewing proposals, plans, shop drawings, cost estimates, contractor requests, reports and other submittals, ensuring technical competence and compliance with all current codes, regulations, standards and specifications for assigned Water Systems projects.
  • Serves as project manager on assigned Water Systems maintenance, repair and improvement projects to ensure contractor compliance with time and budget parameters for the project and for making recommendations to the Public Works Director for Water Systems projects.


Qualifications

  • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.
  • B achelor’sDegreeincivilengineeringor acloselyrelatedfield.
  • Must be licensed as a Professional Civil Engineer and be registered in the State of Arizona within six (6) months of appointment to the position except under Facilities and Road Maintenance and Operations areas of responsibility whereas professional registration in the State of Arizona represents a preference.
  • Five (5) years of increasingly responsible experience in one of the above assignment areas, coupled with two (2) or more years supervisory or administrative experience in one of the above assignment areas.
