Job Description

* Note: Based on education and experience, this (1) opening will be filled as ether an Engineer (Salary Grade 7) or Engineer Senior (Salary Grade 8):


Position Summary:

Lead in the planning and development of standards and processes for the engineering/design and construction of HV/EHV/UHV underground transmission lines and assist in the same for overhead transmission lines.


Duties and Responsibilities:

Perform Engineering and design work related to the construction and maintenance of transmission lines under moderate to minimal supervision. Primary responsibilities are related to underground transmission, with secondary responsibilities for overhead transmission. These include (but are not limited to:

  • Lead/participate in meetings with internal and external groups to facilitate problem solving and to communicate proper use of standards.
  • Perform root-cause analysis of structural, mechanical, and electrical material failures and develop appropriate engineered solutions.
  • Leverage commercially available simulation software and other tools to evaluate different scenarios and make informed recommendations to the project team.
  • Provide engineering support to the transmission regional teams in the execution of the capital work plan.
  • Lead/assist in the rollout and implementation of new standards and best practices to internal and external stakeholders.
  • Work with Supply Chain in managing Transmission material blankets and supplier relationships.
  • Understanding of power flow.
  • Evaluate and qualify new suppliers for transmission material and suppliers.
  • Lead/participate in process improvement initiatives to drive toward efficiency and consistency in transmission line engineering, construction, and maintenance standards.
  • Knowledge of condition assessment of existing solid dielectric and pipe-type cable systems.
  • Develop specifications, guidelines, and standards for underground and overhead transmission line design, structure and foundation design, construction, and maintenance.
  • Experience with cable route analysis, including cable pulling calculations.
  • Competence with MicroStation and/or AutoCAD. Proficiency with Microsoft products (Word, Excel, PowerPoint).
  • Design of underground infrastructure for new underground transmission projects, including manhole and equipment installation, conduit and duct bank design, feeder replacement, cable replacement, and new feeder design.
  • Knowledge of underground construction methods and electrical system equipment.
  • Electrical cable design for new underground transmission projects, including 34.5, 69, 138, and 345kV voltage levels.
  • Analyze and solve unique engineering issues related to construction and maintenance. Provide cost estimates for the low-cost solution.
  • Develop specifications, guidelines, and testing procedures for transmission materials.
  • Basic to advanced knowledge and application of the NESC (National Electrical Safety Code), IEEE publications related to transmission material and construction, and other relevant current industry standards.
  • Experience with CYMCAP, UTW, or other related cable ampacity software.
  • Lead/assist with initiatives in the development of new technological innovation of transmission applications.
  • Knowledge of commissioning procedures and testing of underground transmission systems.


Possessing the following knowledge and skills is desired.

  • Apply principles of transmission line engineering catenary theory and structure load development.
  • Perform structure modeling using PLS-Tower, PLS-Pole, and PLS-CADD.
  • Apply electrical engineering principles (e.g., grounding, shielding, line insulation, EMF) in the development of standards.
  • Assist or design foundations of all types including drilled piers, steel grillages, steel caissons and guy anchors.
  • Perform basic to advanced structural analysis of steel, concrete, and wood transmission structures (lattice tower, H-Frame, monopole, etc.).
  • Basic to advanced knowledge and application of geotechnical engineering principles including specifying general soil sampling requirements, interpreting soil borings, and determining foundation design parameters.
  • Basic to advanced knowledge and application of ASCE 10-15 Latticed Tower Standard and ASCE 48-11 Steel Pole Standard.

  • Technical expertise: possesses technical knowledge acquired from a Bachelors level engineering degree program accredited by the Accreditation Board for Engineering and Technology (ABET); gains familiarity with standards, codes and regulations relevant to the area of assignment; gains familiarity with pertinent equipment, materials, systems and business processes; assists higher level engineers in handling well defined portions of routine problems or analysis.
