Job Description

Responsible professional and administrative work assisting the City Engineer with civil engineering responsibilities.This work involves coordination, implementation, and participation in advanced and complex professional engineering work associated in the design, review, management and construction of projects of small to large scopes for the City.Work also includes advanced professional and financial work in the design, management and preparation of plans and contract documents for permitting and construction of capital projects and rehabilitation of: buildings, parks, municipal water mains, reclaimed water mains, sanitary sewer mains, sanitary pump stations, stormwater pump stations, roadway construction, stormwater management, and stormwater drainage projects.Work is performed under the general direction of the City Engineer.Hours outside the normal work day may be required.


Responsibilities


The following duties are normal for this position.The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.Other duties may be required and assigned.

  • Read, interpret survey and construction plans.
  • Assist in the preparation of the City's 5-Year Capital Improvement Plan (CIP).
  • Maintain compliance with grant close-out procedures including submission of final reports.
  • Prepare correspondence and reports.
  • Prepare and review RFQ's and RFP's for professional engineering, architecture, surveying, and landscape architecture services for various City projects; assists other departments with engineering recommendations and selections of consultants/contractors.
  • Prepare project status report, financial reports, and budget reports to keep management informed of projects' status.
  • Create and complete grant compliance and monitoring requirements along with coordinating extensions and amendments to grant agreements, when applicable.
  • Maintain full knowledge of the terms of grants and grant agreements assigned.
  • Keep abreast of the latest industry trends and practices with respect to civil engineering.
  • Conduct, attend and participate in community meetings to provide information on projects, make presentations to civic groups, city councils, and governmental officials, act as the City representative on various advisory committees and boards and respond to questions or resolve sensitive issues and complaints.
  • Provide technical direction, project management, and assistance to developers, consultants, outside agencies and engineering staff regarding projects.
  • Work across boundaries to ensure full funding of projects is achieved.
  • Respond to and resolve citizen inquiries and complaints regarding engineering projects.
  • Coordinate City projects with other municipalities and agencies.
  • Visit job sites and evaluate progress.Monitor progress of construction and prepare and certify required documentation for construction closeout with regulatory agencies.
  • Supervise engineering personnel.Provide administrative and technical direction to employees; write and conduct performance evaluations and conduct disciplinary hearings.
  • Review and approve consultant and developer projects.
  • Review the work of personnel and ensure timely completion of projects within the established budget and timeframe.Review and approve project change orders and hold project managers accountable for deadlines.
  • Prepares, and reviews project schedules; investigates and resolves schedule on assigned projects.
  • Coordinate work with other municipalities including:South Florida Water Management District,LWDD, Palm Beach County (PBC) Health Department, PBC Engineering, and the Florida Department Of Transportation; prepare inter-local agreements; coordinate work of the City's CIP Projects.
  • Propose and monitor staffing requirements and the hiring and training of qualified personnel.
  • Develop plans for and conduct post-hurricane and emergency assessments.
  • Prepare and present written and oral reports on projects for City management, City Commission Boards, and the public.
  • Coordinate issues related to railroad crossings.Oversee issuance of City right-of-way permits and their enforcement.Coordinate road closures for City events.
  • Perform all functions and responsibilities according to the Palm Beach County Code of Ethics and Florida State Statutes 112.313.
  • Participate in the development of Engineering Services Division's Operating Budget and Capital Improvement Budget.Discuss and resolve budget issues with appropriate staff and implement adjustments as necessary.
  • Prepare budget estimates for all capital improvement projects; approve materials, methods, equipment, specifications, cost estimates and other documents related to project design and construction.Negotiate contracts for best value to the City.
  • Perform construction management and field observations for various City projects such as buildings, parks, and roadways, infrastructure utilities, full depth reclamation, milling and resurfacing, streetscape, landscaping, irrigation, and street lighting.
  • Perform research, analyze findings, and prepare recommendations for project planning needs.
  • Communicate with co-workers, consultants, citizens via meetings and telephone.
  • Serve on various committees and boards to provide technical expertise and advice related to engineering, project design, and construction.
  • Design, prepare, review, and approve: complex engineering plans and contract documents for permitting and construction of municipal water main sanitary sewer, roadway, drainage projects and various other projects. Review engineering plans prepared by staff, consultants and private developers.
  • Coordinate annual budget requests, prepare budget transfer justifications.
  • Supervise staff in scheduling, design, permitting, bidding and construction of City projects.
  • Recognized as the point person for all Grant related engineering projects and compliance matters.
  • Fosters positive employee relations and employee morale on a City-wide basis.
  • Review project team's schedules, work assignments and monitor project progress.
  • Coordinate City's complex and large scale engineering projects performed by consultants.
  • Prepare dollar and time budget estimates for all capital improvement projects.
  • Facilitate and coordinate submission of the Engineering Services Division CIP Projects for approval.


  • Qualifications


    • Graduation from an accredited four (4) year college or university with a Bachelor's Degree in Civil Engineering or a related field.
    • Must possess and maintain a Florida registered Professional Engineer.
    • Must possess a valid Florida Driver's License and clean driving record.
    • Six (6) years of civil engineering experience with a minimum ofthree (3) years in a supervisory role.
    • Must possess advanced knowledge of principles and practices of engineering and administration as applied to the construction of municipal public works.

    Ability to deal tactfully and effectively with subordinates, other City employees and the general public.Skill in surveying and reading plans.Ability to manage and supervise staff.Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience. Ability to communicate effectively in oral and written form. Ability to make presentations to small or large audiences.Ability to adapt to an evolving and continually improving environment.Requires demonstrated ability to utilize personal computer and office software such as MS Word, Project, MS Excel and electronic mail.

    A comparable combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications.
