The State of New Hampshire, Department of Employment Security has a full-time vacancy for an Employment Counselor Specialist.
Summary:
To deliver employment, training, barrier resolution, education, job preparation and support services to a diverse population deemed eligible to participate in various employment programs offered through the Department of Employment Security and, in some instances, in collaboration with partnering agencies.

18 Months of additional relevant experience = Associate's degree
36 Months of additional relevant experience = Bachelor's degree
54 Months of additional relevant experience = Master's degree
MINIMUM QUALIFICATIONS:
Education: Bachelor's degree from an approved college or university with major study in social work, psychology, education, human services, sociology, counseling, behavioral science or a related field.
Experience: One year of experience as an Employment Counselor Specialist Trainee or three years in social work, counseling, family services, education, staff training, employee development, employment counseling, recruitment, or human resources.
OR
Education: Associate's degree from an approved college or university with major study in social work, psychology, education, human services, sociology, counseling, behavioral science or a related field.
Experience: Three years of experience as an Employment Counselor Specialist Trainee or five years in social work, counseling, family services, education, staff training, employee development, employment counseling, recruitment, or human resources.
License/Certification: Possession of a valid New Hampshire driver's license and/or have access to transportation for statewide travel.
RECOMMENDED WORK TRAITS: Knowledge of the principles and methods of assessment and employment and motivational counseling, case management, and job placement. Knowledge of involved psychological and environmental problems arising in connection with case work. Knowledge of the Temporary assistance for Needy Families (TANF) Program, and the New Hampshire Employment Program (NHEP). Knowledge of the educational and social services agencies available in the geographic area. Knowledge of the local economy, including specific employers and occupations in the area. Knowledge of basic computer programs such as email and word-processing. Ability to effectively apply counseling, case management, and job placement principles and methods. Ability to evaluate personal characteristics, physical capacities, education, work background, abilities and interests of participants. Ability to use data, resources, and technology effectively to follow changing program policy, access resources for clients, and manage caseload. Ability to communicate effectively, both verbally and in writing. Ability to organize, plan, and deliver group presentations and special projects. Ability to apply procedures, rules and regulations of partner agencies. Ability to develop and maintain effective working relationships with low-income participants, employers, public and private community agency staff, and the general public. Ability to work as a team with co-workers. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
RESPONSIBILITIES:
Provide case management services and manage caseload effectively to ensure eligible participants are engaged in program activities appropriately and agency program participation requirements are achieved, including determining individual program compliance. Work with participant to resolve job readiness issues.
Integrate and apply changing policies and procedures of the bi-agency collaboration to maximize services to eligible participants.
Interview, assess, and evaluate individual aptitudes, interests, abilities, work experiences, education, personality characteristics, and degrees of physical, social, or emotional limitations of eligible participants to identify individual service needs, strengths, and barriers.
Develop and implement a Career Plan for each eligible participant and provide subsequent counseling to resolve employment barriers and stabilize family functioning.
Recommend and monitor expenditures of funds for appropriate training and services that support the Career Plan.
Develop and maintain relationships with employers, service providers, educational institutions and community organizations to coordinate services to clients, develop employment opportunities, maximize available resources and promote community understanding. Make referrals to appropriate case management providers for job readiness preparedness.
Administer, score, and interpret standardized tests to eligible participants to determine vocational aptitudes, interests, skills, and job readiness.
Plan and conduct orientations to inform eligible participants of program benefits and responsibilities. Plan and conduct or refer participants to job clubs.
Document and maintain accurate case notes and individual case records to track individual progress and comply with state and federal regulations and policies.
Provide back-up coverage for other Employment Counselor Specialists and peers as assigned.
