This is a position specific recruitment and is open to anyone who meets the minimum and selective qualifications* listed below. The resulting list of eligible candidates will be used to fill this Maryland Transportation Authority (MDTA) position/function only. The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes across the State of Maryland. For over 50 years, the MDTA has provided Maryland's citizens and visitors with safe, secure and convenient transportation facilities. Nature of Work: The Employee Relations Officer guides management and employees to resolve employee issues through conflict resolution, disciplinary actions, and performance management to create a positive and productive work environment.


Duties


Duties of this position include, but are not limited to, the following


The incumbent in this position will need to accurately interpret and apply employment-related laws, regulations, policies, standard operating procedures (SOP), directives, and Union Memorandums of Understanding (MOU).


  • Preparing and filing documents for briefs, motions, responses to motions, requests for and responses to requests for discovery, and subpoenas;
  • Participating in and reviewing investigations and determining the appropriate course of action based on findings;
  • Negotiating settlements and drawing up formal settlement agreements to finalize the settlement agreement;
  • Representing management at settlement conferences and administrative hearings including at the Office of Administrative Hearings (OAH);
  • Handling Unemployment Insurance claims and representing MDTA management at appeal hearings.
  • Monitoring, tracking, and managing multiple Employee Relations functions including the probationary employee program, Essential Employee Acknowledgement designations, and annual employee performance appraisals; and


Employees in this position will report directly to the Employee Relations Unit Manager.


The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position.

Qualifications


MINIMUM QUALIFICATIONS:


Education: A bachelor's degree from an accredited college or university.


Experience: Four years of experience in administrative or professional work. ** Two years of this experience must include performing human resources, fair practices/EEO, or legal work.

Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skills, and abilities).   • Knowledge of the investigative process;
  • Experience analyzing, interpreting, or applying rules, policies, procedures, or laws.
  • Experience working with unions or in a union environment; and/or

  • Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.
  • Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
  • Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
