Job Description

Serves as the primary Employee and Labor Relations Advisor in the Department of Public Works (DPW), Office of the Director. The incumbent has responsibility for planning, developing and implementing a complete employee and labor relations program for DPW in coordination with stated or implied objectives of the Director, Deputy Director and Chief Administrative Officer, to ensure efficient operational levels of internal activities.

Duties and Responsibilities

The incumbent represents the Department in dealing with national and local headquarters of unions, and the Office of Labor Relations and Collective Bargaining (OLRCB) in connection with such matters as complaints, grievances, and proposed policies. Assists in representation before the Office of Employee Appeals (OEA) and the Office of Administrative Hearings (OAH) by providing evidentiary information related to employment cases.

The incumbent performs a wide range of employee and labor relations work for DPW. Serves as the liaison between the management of DPW and the OLRCB. Represents the citywide negotiations between the District Government and unions representing DPW employees.

The incumbent is responsible for participating in a variety of administrative hearings both under negotiated contracts and those established under the authority of the Public Employee Relations Board (PERB).

The incumbent briefs members of management on the status of labor/management negotiations and working conditions. Advises DPW regarding the probable effects of contracts provisions proposed by the union.

Coordinates all investigations of alleged discrimination complaints for the Department; prepares comprehensive and well documented reports of investigative findings, setting forth evidence and rational for recommendations, e.g., statements, personnel records, employment records, statistical data and similar case related documents.

Qualifications and Education

Applicants must possess one (1) year of specialized experience equivalent to the CS-13 grade level in the District of Columbia government service. Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience for this position include thorough comprehensive knowledge of all labor relations principles, rules and regulations, including District of Columbia Office of Personnel and Office of Employee Appeals regulations, DC-Law 2-139, case Llw including PERB and all collective bargaining agreements pertaining to the department, knowledge of Federal and the District of Columbia Equal Opportunity laws, rules and regulations, and experience in representing the agency in employee and labor relation matters as well as equal employment opportunity.

Juris Doctor (J.D.) degree is preferred.
