What We’re Looking For


AFSCME Council 28 is recruiting an experienced Labor Educator. This position will help develop our organizational field training strategy, oversee its implementation, and assess its outcomes for members and field staff This position will coordinate training and leadership development for WFSE field staff and members while developing curricula as needed for training courses in collaboration with the Field Program Director. The Labor Educator position will fulfill two critical training components of the Council: 1) Member Resources; and 2) Internal Field Staff Training.


As an experienced educator and communicator, the Labor Educator is responsible for working with the Field Program Director and key stakeholders to develop and enhance organizational training strategy, oversee its implementation, and assess its outcomes for members and staff. This position will identify training and developmental needs and drive suitable training initiatives that develop staff and member skills. This position will choose appropriate training methods per case (simulations, mentoring, on the job training, professional development, etc.) and develop training and development plans that address these needs and expectations.


Essential Functions
  • Identify member and local training needs and work with field staff to develop and implement training programs to meet the need.
  • Choose appropriate training methods per case and draw an overall or individualized field training and development plan that addresses needs and expectations.
  • Work with the AFSCME International Union Education Department, Washington State Labor Education and Research Center, Oregon Labor Education Resource Center, and other resources to provide high-quality education programs for WFSE.
  • Monitor and evaluate field training program’s effectiveness, success, and return on investment periodically and report on them.
  • Conduct organization-wide needs assessment and identify skills or knowledge gaps that need to be addressed.
  • Develop systems to monitor and ensure that employees are performing their responsibilities according to training.
  • Work with the Field Program Director to develop an ongoing culture of field education and training and revised curricula in key areas,
  • Other duties as assigned.
  • Recommend solutions for internal field staff training performance and professional training development.
  • Development and Implementation of Statewide, Local Member, and Field Staff Education programs and curricula, including but not limited to:
  • Rise Up Conference and Biennial Convention workshops, NEO Program and presentations, Contract Trainings, Leadership Development, Member Organizing, Contract Campaigns, New member/New Leader Orientation, Basic Know Your Rights/Representation, Conducting Meetings, Negotiations, Effective Communications, Effective Documentation, Using Effective Research, Electoral Issues, Coalition Building, Train-the-Trainer Workshops, and any other identified training determined by the WFSE and its member committees.


Required Qualifications


  • Highly collaborative and comfortable navigating rapidly changing organizational needs.
  • Strong report writing and record-keeping ability.
  • Familiarity with traditional and modern training methods (mentoring, coaching, on-the-job or in-classroom training, e-learning, workshops, simulations etc.).
  • Proven work experience as a training coordinator or manager.
  • Excellent communication and leadership skills.
  • Track record in designing and executing successful training programs.
  • Ability to plan, multi-task, and manage time effectively.


Desirable Qualifications


  • Working knowledge of MS Office (especially PowerPoint).
  • Bachelor’s degree in leadership development, education, human resources, or related field.
  • Familiarity with adult learning theory and blended learning.


Special Note


It is expected that selected candidates live within a reasonable commuting distance of their assigned work location. This position is overtime exempt and may be required to work some evenings and weekends. Some travel may be required. Must have a valid driver’s license, use of personal vehicle, and valid vehicle insurance. Excellent benefit package includes monthly cell phone allowance, vacation, and sick leave, medical, dental, life, and long-term disability insurance, 401K, pension, and 12 paid holidays. Benefits include annual and sick leave, $150 cell phone allowance, medical/dental, life, and long-term disability insurance, and holidays. The salary range is $85,017 through $98,417 and will be determined commensurate with experience.
