DHHS is establishing a new Division of Child and Family Well-Being that focuses on supporting whole child and family health and well-being for North Carolinians. This division works to ensure that North Carolina’s children grow up safe, healthy and thriving in nurturing and resilient families and communities. It will bring together complementary programs from the Divisions of Public Health, Mental Health, and Social Services to maximize services and outcomes for children and their families, including nutrition programs (SNAP, WIC and Child and Adult Care Food Program), health and prevention services for children and youth, children’s behavioral health services, and early intervention programs. This position will transfer to the Division of Child and Family Well-Being this calendar year.
Salary Grade: NC07
Recruitment Range: $36,677 – $51,066
Position: 60040682
Exam Plan: 23-04562
About the Early Intervention Branch:
The North Carolina Early Intervention Section (NCEI) is the lead agency for the N.C. Infant-Toddler Program (ITP), which provides supports and services for families and their children, birth to three who have developmental delays and/or disabilities. Research shows that birth to three is a critical time frame for working with families to support their competence and confidence as their child’s best teacher because of what we know about brain development. This early learning offers a window of opportunity to make a positive difference in how a child develops and learns. The Children's Developmental Services Agencies (CDSAs), the local lead agencies that implement the ITP across North Carolina, work with local service providers to help families help their children succeed.
EI Service Coordinators (EISCs) are the heart of Early Intervention! They provide service coordination for children in the NC Infant-Toddler Program and support to their families and caregivers. Research shows that birth to three is a critical period for working with families to support their competence and confidence as their child’s first and most important teacher. The birth-to-three period offers a window of opportunity to make a positive difference in how a child develops and learns. EISCs typically have the flexibility of telework and a hybrid workplace. EISC duties include:

  • Conducting home visits
  • Working with multi-disciplinary teams to determine families’ needs for supports and services
  • Coordinating services, such as speech and physical therapy
  • Planning for transition to other services at age three
  • Working with families and team members to develop functional Individualized Family Service Plans (IFSPs)
