Job Description


The Director of Purchasing is responsible for directing the Purchasing department; overseeing procurement of all materials, services, and equipment required for successful resort operation; and obtaining competitive bids on all goods and services submitted on approved purchase requisitions.


Essential Duties


  • Review bid proposals.
  • Ensure purchasing and vendor licensing is conducted in accordance with New York Lottery regulations.
  • Keep informed and evaluates new products available on the market and market conditions that would affect present and future purchases.
  • Perform other duties as assigned.
  • Communicate effectively with departments on purchasing issues and compliance with company purchasing policy.
  • Supervise, direct, train and develop employees within department.
  • Assist in preparation of department budget.
  • Attend periodic meetings and training sessions.
  • Assist in preparing and obtaining quotations, processing requisitions and issuing purchase orders.
  • Demonstrate and provide outstanding customer and employee relations at all times.
  • Recommend procedures for department.
  • Ensure compliance with company policies, procedures, internal controls and government regulations.
  • Recommend vendors and places the order with selected vendor in accordance with company policy.
  • Oversee coordination of contract drafts and negotiations externally with suppliers, and internally with Legal, Risk, Finance, and other internal stakeholders. Ensure that all contract terms and conditions are thoroughly negotiated and have the required inputs and approvals of all stakeholders to fully protect the assets and interests of Resorts World.
  • Communicate the status of any order pending with respective departments.
  • Ensure the staff is trained on company policies and procedures and the New York Lottery regulations.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Essential responsibilities include moderate physical ability such as lift or maneuver at least twenty-five (25) pounds, and varied instances of standing/walking.


Language Skills:


Ability to read, analyze, and interpret documents, such as policy and procedure manuals, maintenance instructions, and other related documents. Ability to respond to common inquiries from other employees or guests. Fluency in English required, second language a plus. Ability to write detailed instructions and correspondence. Ability to effectively present information in one-on-one and group situations.


Mathematical Skills & Reasoning Ability:


Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimal, and work with mathematical such as probability and inference. Ability to create, read and analyze spread sheets of statistical data. Ability to decipher various reports and maintains reports upon request.

  • The noise level in the work environment is typically moderate. When on the property or some back of house areas, the noise level increases to loud. Must be able to interact with internal and external guests in a professional manner.
  • Due to the unpredictable nature of the hospitality/entertainment industry, employees must be able to work varying schedules to reflect the business needs of the property.


Work/Educational Experience
  • Must be at least 18 years old, possess a high school or equivalent diploma and have the ability to obtain the appropriate license pursuant to the New York State Lottery regulations.
  • OR Seven (7) years’ experience in a Management position
  • Bachelor’s Degree in related field AND three (3) years’ experience in a Management position
  • OR Five (5) years’ experience in a Management position within Resorts World
  • Eight (8) years’ related purchasing work experience
