Job Description

This 12-month, full-time position reports to the Dean of the College of Engineering and Technology. The Director of Information Technology has primary responsibility for administrative leadership of the CET Information Technology (IT) Group, including coordination of purchasing, operations, and personnel supervision. The director serves on the college leadership team, providing strategic and programmatic guidance to fulfill the continuously evolving IT needs (hardware, software, services, and IT support) of the college’s faculty, staff, and students. The director administers the college’s standard operating procedures (SOPs) to maintain the cybersecurity of CET distributed IT systems and collaborates with CET and ITCS leadership to ensure compliance with college, university, and UNC System cybersecurity policies.
The director provides leadership of, and direct engagement in the work of the CET IT Group to ensure high reliability and responsiveness of CET IT systems supporting teaching, research, and administration. Reliable hardware/software and responsive services are essential to the quality delivery of academic programs and research activities. The college’s extensive catalog of online courses and degree programs have unique lab access needs supported by a complex, sophisticated, distributed IT infrastructure. The director manages and assists with the day-to-day activities of a technical team that maintains the college’s IT infrastructure and provides responsive IT support to the students, faculty, and staff dependent on these systems. Thus, the director is both a manager and a technical expert who works with the team to ensure that every job is accomplished with excellence.
Information technology and services are rapidly evolving. The college requires an IT director with keen awareness of new technology and the ability to think and plan strategically to keep the college at the forefront of IT-related educational technologies and services. The director will educate and advise college leadership on new advances in information technologies/services and their incorporation in strategic and programmatic planning. The director will coordinate IT Group activities to identify, acquire, and implement new technologies and services in collaboration with faculty and staff.
The director will represent the interests and priorities of the college in its partnership with ITCS and in close collaboration with other ECU units (e.g., Academic Affairs, Facilities and Maintenance, Materials Management). The director will collaborate with IT Group staff, ITCS staff, and the college’s faculty advisory group to maintain and carry out CET standard operating procedures that ensure compliance with university and UNC System cybersecurity polices.

Key Responsibilities
Operational Leadership and Engagement (30%)
  • Lead IT group activities to plan, develop, and sustain IT infrastructure and functionality supporting faculty in their delivery of courses (both on campus and online) and engagement in research and scholarly activities (research computing hardware and software). Ensure reliability and minimize downtime for student and faculty access to IT infrastructure including advanced technology supporting online courses and programs, especially remote access to equipment in many teaching labs.
  • Lead IT group activities to provide responsive IT customer support to faculty, staff, and students (via teaching labs) for the teaching, research, administration, and planning activities across all CET units.
  • Manage CET IT operations to optimize utilization of staff, space, funds, and equipment to support the needs and mission of the college.

Cybersecurity Responsibility (20%)
  • Administer the college’s standard operating procedures (SOPs) to maintain the cybersecurity of CET IT systems and facilitate optimal utilization, resource accountability, and responsiveness to IT audit recommendations. Collaborate with CET leadership and faculty advisory committee to periodically review and update SOPs.
  • Develop and maintain close working relationships and productive collaboration with the ECU ITCS unit, including staff and leadership. Collaborate with ECU ITCS staff and leadership to ensure compliance of CET IT infrastructure and operations with college, university, and UNC System cybersecurity policies.

Continuous Improvement and Tactical Planning (25%)
  • Collaborate with departments and faculty to assess the effectiveness of current IT infrastructure and services in the context of CET academic programs, research activities, and student success priorities. Explore options for continuous improvement and make recommendations to faculty, staff, and college leadership.
  • Establish and execute a long-range tactical plan for CET IT infrastructure and services, in collaboration with college leadership, consistent with the college’s strategic plan.
  • Collaborate with ITCS staff to ensure optimal deployment and maintenance of IT resources. Evaluate current and future utility and sustainability of IT assets, compatibility with CET infrastructure. Develop consensus on synergistic opportunities to optimize operational efficiency, reduce acquisition and maintenance costs, and minimize duplication of services when possible and plausible, considering strategic and tactical priorities. Requisition ITCS services and resources as needed in support of the college mission.
  • Provide forward-looking vision regarding IT advances and applications in higher education through professional development, conference participation, and vendor engagement.

Management and Administration (25%)
  • Supervise technical staff direct reports in the CET IT Group, including student workers, including annual review and performance planning. Ensure that the group maintains the requisite skills and expertise needed for ongoing operation of IT infrastructure and provision of IT customer support. Ensure that technical staff engage in professional development and training to maintain/increase the group’s knowledge, skills, and expertise necessary to fulfill its mission.
  • Respond to annual call for Educational Technology Fee (Ed Tech) funding proposals. Solicit requests for new investment in IT hardware, software, licenses, and maintenance agreements from faculty, staff, and department/college leadership. Collaborate with leadership to prioritize requests and submit funding proposals. Ensure Ed Tech funds are allocated and spent according to plans, collaborating with Academic Affairs to adjust as needs change.
  • Coordinate purchasing all IT hardware, software, licenses, and maintenance agreements necessary for the operation of all courses, faculty and student research activities, and computers (including laptops and other IT devices) assigned to faculty and staff across all departments, centers, and administrative offices.

Minimum Education/Experience
  • Minimum of five years of work experience in an information technology setting employing enterprise-level computing infrastructure and virtualization.
  • Master’s degree in computer science, engineering, business, technology management, or a related discipline. At least one degree (bachelor’s or master’s) must be in a discipline focused on computing, information technology, or education technology.

Preferred Experience, Skills, Training/Education
  • Experience developing the architecture of complex IT infrastructure solutions.
  • Work experience with progressively increasing responsibility that includes supervision of personnel with IT/technical expertise.
  • Expertise and experience in Windows/Mac/Linux and UNIX server systems
  • Experience in vulnerability management and cybersecurity compliance
  • Experience acquiring, purchasing, and maintaining information technology assets.
  • Ability to communicate effectively with faculty and staff, serving as technical content consultant.
  • Ability to manage and mentor technical personnel in a day-to-day academic setting and facilitate creative problem-solving.
  • Ability to communicate effectively and support cross-campus collaboration, industry partnerships, and external audiences.
  • Ability to use modern project management tools to manage multiple projects and tasks simultaneously.
  • Higher education work experience in an information technology setting.
  • Experience managing technical teams, as well as the ability to work in a collegial manner with other administrators in the college and campus environment.
  • Experience in maintaining and upgrading a variety of IT systems.
  • Expertise and experience with enterprise networking and storage.
  • Experience in Linux system applications and support.
  • Ability to perform long-term planning, including strategic, fiscal, and personnel needs.
