Position Description

Position Overview:
Harris County Judge Lina Hidalgo is transforming the way we do government and is seeking an experienced, dynamic, and motivated Director of Community Relations to join our team and shape the vision for the future of Harris County.

The Director of Community Relations serves as a principal strategic advisor to Judge Hidalgo, leading constituent, nonprofit, and grassroots engagement. In this role, the Director of Community Relations will focus on developing strategic partnerships through collaboration with community leaders, grassroots organizations, and advocacy groups. The Director of Community Relations reports to the Chief External Affairs Officer, who reports directly to Judge Hidalgo, and manages a team of direct reports (such as Community Relations Advisors, Community Relations Specialists and/or Community Relations Fellows) as the area grows.

About the Harris County Judge:
Harris County is the third largest and most diverse county in the nation, with a population of more than 4.7 million, rivaling the size of the entire state of Louisiana. Judge Hidalgo functions as the CEO of Harris County and presides over the Harris County Commissioners Court, the County's governing body. Along with four County Commissioners, the County Judge directs a budget of more than $4 billion providing essential services such as justice administration, flood control, infrastructure, and housing. Judge Hidalgo also serves as Harris County’s Director of Emergency Management.

Duties and Responsibilities:
  • Serves as the point of contact for staff for community relations issues at all levels
  • Drafts, finalizes, and presents memos and other documents to the County Judge to inform her of community and constituent interests and concerns, and to inform the direction of the Judge’s decision-making, action and advocacy
  • Establishes and strengthens partnerships with community leaders, grassroots organizations, and advocacy groups, gathering input and making recommendations for action and advocacy to Judge Hidalgo
  • Proactively communicates directly and regularly with the public providing important information regarding new and ongoing county initiatives to external stakeholders
  • Liaises between Judge Hidalgo’s Office, community leaders and Harris County residents, representing the Office of the County Judge at relevant meetings and community events
  • Gathers, analyzes and disseminates timely information to staff and constituents on government activities and receives input from the Community on a variety of topics that impact Harris County residents.
  • Serves as strategic advisor to the County Judge on community relations for Harris County
  • Manages a team of direct reports (Community Relations Advisors, Community Relations Specialists and/or Community Relations Fellows) as the area grows
  • Works with Judge Hidalgo, the Chief of Staff, and the Chief External Affairs Officer to plan, develop, and manage a comprehensive community engagement strategy that strengthens key relationships with the community
  • Builds and manages relationships, and serves as a highly reliable and effective partner with community leaders and Harris County residents
  • Continuously assesses and addresses the needs of the Community Engagement team to streamline operations and ensure it runs as efficiently and effectively as possible

Education and Experience:
  • Master’s degree will be accepted as a substitute for two (2) years of experience
  • Experience in government, politics, community organizing or community-based programming
  • Bachelor’s degree from an accredited college or university
  • Minimum five (5) - seven (7) years of experience in relevant positions with increasing responsibility
    • Master’s degree will be accepted as a substitute for two (2) years of experience

General Information

Position Type and Typical Hours of Work:
  • Requires the ability to work outside of normal business hours, including weekends, on a frequent basis
  • Monday - Friday | 8:00 A.M. to 5:00 P.M.
  • Regular Full-time

Salary:
  • Based on 26 Pay Periods
  • Depends on Qualifications

Employment may be contingent on passing a drug screen and meeting other standards.
