Summary: The Director, Evaluation and Impact manages ASTHO’s programmatic evaluation portfolio, providing direction and implementation support. The Director works across the organization to increase the quality, use, and impact of ASTHO’s work through the use of rigorous and appropriate evaluation methods. The Director oversees this work through supervision of staff supporting the program evaluation portfolio.
Location: Remote
Anticipated salary: $90,000 Extended experience: up to $107,500 if experience exceeds expectations
Principal Functions:
- Manage ASTHO’s program evaluation portfolio by providing thought leadership and technical assistance to all ASTHO program teams in the areas of:
- Project planning and proposal development, including development of performance measures, logic models, evaluation frameworks, and identification of appropriate data sources
- Project evaluation, including instrument development, data collection, quantitative and qualitative analysis, and reporting
- Progress reporting on performance and grant measures
- Lead the program evaluation team as they support ASTHO teams in the following areas:
- Instrument development, including both quantitative and qualitative data collection tools
- Data collection and management, including cleaning and analysis
- Data visualization, reporting, and most importantly the use of findings
- Collaborating with the executive leadership team to plan annual activities, measures, and targets within each strategic priority area
- Continuously build content expertise in evaluation planning and methods as well as current public health priorities (e.g., infrastructure, workforce development, health equity, etc.)
- In collaboration with Sr. Director, Evaluation, develop and maintain protocols and standard processes for organizational and programmatic evaluation activities
- Data collection and management, including cleaning and analysis
- Progress reporting on performance and grant measures
- Manage day-to-day activities of cross-cutting program evaluation team through supervision of staff, project management and deliverable tracking, and expenditure monitoring
- Provide support as needed to ASTHO partners and funders on evaluation projects through planning, proposal development, implementation, technical assistance, and stakeholder engagement
- Instrument development, including both quantitative and qualitative data collection tools
- Project planning and proposal development, including development of performance measures, logic models, evaluation frameworks, and identification of appropriate data sources
- Providing evaluative expertise throughout the lifecycle of ASTHO’s Strategic Plan
- Functions effectively, respectfully, and cohesively in a team environment
- Provide organization-wide direction in writing, tracking, and reporting on performance measures
- Lead quarterly and annual data collection and reporting activities, including the facilitation of collaborative sensemaking and interpretation with key staff across the organization
- Manage the development and implementation of ASTHO’s Operations Plan by:
- Providing evaluative expertise throughout the lifecycle of ASTHO’s Strategic Plan
- Collaborating with the executive leadership team to plan annual activities, measures, and targets within each strategic priority area
- Lead quarterly and annual data collection and reporting activities, including the facilitation of collaborative sensemaking and interpretation with key staff across the organization
- Project evaluation, including instrument development, data collection, quantitative and qualitative analysis, and reporting
- Data visualization, reporting, and most importantly the use of findings
Qualifications:
- Comfort using the Microsoft Office package and virtual communications tools on a regular basis
- 1+ years of supervisory experience
- Experience with NVivo, Atlas.ti, or similar qualitative analysis software preferred
- Knowledge of basic research principles and methods
- Bachelor's degree (Graduate degree in public health, public administration, or related field with coursework in program evaluation preferred)
- Ability to travel up to 5%
- 4+ years of work experience in public health program evaluation, research, or related area, (experience working in a governmental public health agency at the federal, state, or local level preferred)
- Strong organizational skills and ability to track and manage multiple projects and deadlines
- Experience with Qualtrics or similar online survey platform preferred
- Interpersonal skills needed to collaborate with diverse stakeholders in a rapidly changing environment
- Demonstrated technical expertise in quantitative and qualitative data collection and analysis
- Experience with SPSS or other statistical software package preferred
- Experience with Qualtrics or similar online survey platform preferred
- Experience with NVivo, Atlas.ti, or similar qualitative analysis software preferred
- Budget monitoring experience preferred
- Knowledge of evaluation approaches and methods relevant to a policy/program environment
- Excellent written and oral communication skills, including comfort with facilitation and presentations
- Experience managing grant deliverables in a nonprofit environment preferred
- Experience with SPSS or other statistical software package preferred
