Job Description
Position Summary


Responsible for the direction, management, facilitation, and delivery of industrial and commercial economic development projects that redevelop and reprogram vacant industrial manufacturing sites in the City . The position will work to leverage local, state, federal, philanthropic, and private sector resources to promote local property assets and attract investment that results in workforce development and job creation. Incumbent will also rely on experience and judgment to plan and accomplish assignments in a timely manner with a high emphasis on implementing procedures to ensure the delivery of transactions on a schedule. Must be able to take limited direction and be creative in implementation of vision . Position reports to the Director .


Position Responsibilities


  • This list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities that management may deem necessary from time to time
  • Assist in the implementation efforts of the City’s FastTrack study, to identify and encourage development within the City’s industrial corridors, to include the Carrier facility, the Promise Zone, and the I-70 industrial corridor
  • Follows all safety procedures as described in the Safety Handbook
  • Assist in directing City efforts for engagement and development within the Indy Eastside Promise Zone. This includes interfacing with community stakeholders, attending regular Promise Zone meetings, and coordinating the City’s strategy for investment and economic development with Eastside residents and neighborhood partners
  • Work with workforce and investment organizations to determine the existence of alternative employment opportunities for potentially displaced workers, job skill development opportunities, and other resources for individuals who will be negatively affected
  • Work to attract outside investment to the area during the project period and work with local real estate professionals to ensure that properties are accessible and marketed in a positive manner
  • Executes policies for City economic development projects under the guidance of the Director, DMD executive leadership team, elected officials, community groups, and other key stakeholders
  • Support and encourage local business engagement of economic development organizations, local, state and federal economic development agencies and organizations, and consultants to implement programs and planning studies
  • Must maintain confidentiality at all times
  • Establish a brand and promote alternatives and creative business development opportunities that help promote the City’s workforce and manufacturing capabilities in an effort to attract growth operations or grow local companies
  • Work with existing local partners such as Local Initiatives Support Corporation (LISC), the Indianapolis Chamber of Commerce, and other Community Development Corporations to fully fund and complete shovel-ready projects
  • Assures compliance with the City’s policies, laws and regulations, project scope of work, budget, schedule, and quality expectations.
  • Coordinates City economic development tools and incentive programs, such as tax abatement and tax increment financing, in collaboration with the DMD Economic Incentives Division
  • Works closely with other City departments to ensure all plans for economic development projects are coordinated appropriately
  • Manages and facilitates the progress and results of multiple projects of average to high complexity
  • Work to establish pathways to implementation for the City’s innovation district, 16 Tech, as a driver of jobs and training opportunities for displaced workers. In addition, utilize regional strengths and opportunities to foster collaboration among regional partners to spur innovation


Qualifications


Bachelor’s Degree in Public Administration, Real Estate, Business Management , or a related field and u nderstands, influences, promotes, and effectively presents the City strategy regarding economic development. Position requires the knowledge of established policies and procedures, and the ability to challenge those procedures where appropriate. Experience with economic development and project management. Strong grasp of and the ability to articulate principles of project and site management, municipal government, and comprehensive community development and to work collaboratively with neighborhood organizations, Community Development Corporations, and private developers is essential. Excellent speaking, writing, and listening skills are crucial. Knowledge of city governments inner-workings and the regions development and not-for-profit community, or the ability to acquire such knowledge quickly, is a must for this position. Ability to establish and maintain effective working relationships with a full range of elected and appointed officials, city colleagues, community leaders, private contractors, business owners, and not-for-profit boards and directors. Ability to manage several high-profile projects simultaneously is required. Computer literacy is required.


Preferred Job Requirements And Qualifications
