CONSTRUCTION PRACTICE
Michael Baker International’s Construction Services staff supports clients by acting as their trusted on-site agent through all phases of construction, from pre-design to close-out, by providing qualified construction managers, inspectors, constructability reviewers, schedulers, estimators and safety experts. As new technologies evolve throughout the construction industry, innovative ideas are required to maintain and deliver successful construction projects.
DESCRIPTION – Department Manager
Responsible for the Vertical Construction Management Department’s day to day management and operation. Responsible for oversight of all projects being undertaken by the Department, including adherence to project scope, schedule, budget, and quality control/quality assurance, staff utilization and the safety of the team. Responsible for developing and growing the team as well as developing and maintaining positive client relations.
Essential Duties & Responsibilities
- Reviews analyses of project activities, costs, operations, and forecast data to determine department progress toward stated goals and objectives.
- Oversee project requirements by ensuring that quality standards and project deadlines are met.
- Responsible for winning work (NNWA), backlog and growing/expanding the business.
- Fully engage on key Department pursuits and participate in develop and execution of Capture Plans with the objective of increasing the win probability of targeted pursuits.
- Lead Department compliance and adherence to quality management and quality assurance practices.
- Responsible for developing and maintaining client relations and management, including monitoring client satisfaction. Clients include internal and external.
- Responsible for direct labor ratio and utilization goals at the Department level.
- Maintains current knowledge regarding applicable regulatory, legal, industry practice and company/ client standards of procedure (SOPs).
- The Department Manager, Construction will be responsible for the Department’s operations through planning, delegation, execution, and review of work objectives.
- Assist with/develop bid documents and bidding activities.
- Provides input to annual budgetary development process in coordination with finance and upper-level operations management.
- Assist in the strategy and messaging for targeted pursuits, including all elements to craft a winning proposal.
- Oversee construction acceptance procedures and construction progress along with approving contractor invoices.
- Expected to be billable on projects as appropriate.
- Occasional to moderate travel might be required.
- Solves sensitive administrative issues that surface within the department as required.
- Coordinate with contractors to resolve issues.
- Develop and issue contracts.
- Ensures projects within the Department adhere to Michael Baker Quality Management requirements including Project Management Plans, Quality Verification Forms.
- Review, manage and maintain construction phase functions such as but not limited to; project schedules, project budgets, submittals, RFIs, pay applications, various contractor provided certifications and disadvantage business enterprises.
- Manage and ensure Federal and State funding compliance requirements.
- Assist with/perform preconstruction activities, estimating, constructability reviews and value engineering efforts.
- Coordinates business development activities of PMs within the Department, including go/no go decision inputs, client outreach and marketing, teaming arrangements, proposal development and review, and interview preparation and delivery.
Supervisory Responsibilities
- Generally, manages a Department of up to (9) team members.
- Executes personnel management duties to include, hiring, training, timekeeping approval, performance assessment, promotion/career progression recommendations, retention, voluntary turnover, disciplinary action, and employment termination
PROFESSIONAL REQUIREMENTS
- In-depth understanding of construction procedures, materials, and management principles
- Experience with MS Office Suite of products
- Strong communication, both written and verbal, skills
- 7 – 10 years of proven construction project management experience
- Strong time management and organizational skills
- Strong conflict resolution and negotiation skills
- BSc/BA in engineering, building science or related field
- Experience with BlueBeam Software or Adobe Pro
COMPENSATION
The salary range for this position is $100,942- $166,543 in Harrisburg, PA and will be dependent on the skills and experience of the incoming candidate.
