Position Description
Situated on the ancestral homeland of the Tongva Peoples, Chaffey College is one of the oldest community colleges in California and serves a variety of communities, workforce partners, and students. While other community colleges are often named after their geographic area, Chaffey College is named after local innovator, George Chaffey, who, among other things, implemented street lights in the city of Ontario. Chaffey College celebrates the diverse communities we serve. As a federally recognized Hispanic Serving Institution (HSI) Chaffey's student population includes over 62% identifying as Latinx, 17% White, 8% African-American/Black, 6% Asian, and smaller percentages of Filipino (2.8%), Native American (0.40%), Pacific Islander (0.30%), or decline to state (2.82%). Furthermore, 40% of our students are first-generation college students, and approximately 62% of students are eligible for some form of financial aid. The current student population identifies as 62% female and 36% male with smaller percentages who either decline to state or identify as non-binary. Approximately 5% of Chaffey's students utilize Disabled Programs and Services for support. To support the diverse needs of these populations and their intersections, the College has developed a variety of robust equity-driven efforts in and out of the classroom including the Center for Culture and Social Justice, Panther Care, Turning Point, Success Centers, GPS Centers, and BLOOM training.
The Dean, Chino Campus, serves as a college wide administrative officer. The Dean shall provide opportunity for involvement by staff as appropriate in consideration and discussion of the development of policy, procedures, and programs. The leadership, supervision, planning, implementation, and coordination of responsibilities entail working with managers, faculty, staff, students, and appropriate college committees and councils to assure that the educational goals and delivery systems are meeting student needs and are in consonance with district goals and objectives. In addition, the Dean shall function effectively as a member of an administrative team; shall work well with and evidence sensitivity toward persons at all levels of the college.
Under the direction of the Associate Superintendent of Instruction and Institutional Effectiveness, the Dean is responsible for providing leadership, planning, organization, direction, supervision, and facilitation of the educational programs and services assigned at the Chino Campus. Exercise independent decision authority within the scope of responsibilities.
Responsibilities
Provide leadership for program development and work collaboratively with assigned departments to plan for and recommend curriculum additions, modifications, and deletions; set priorities for resource needs; provide program analysis and multi-year instructional plans and participate in strategic and long-range instructional planning for the district.
Assess, develop, implement, and evaluate strategies to monitor and improve the quality of educational services.
Provide leadership for the review and evaluation of assigned instructional programs and services, incorporating an integrative approach with student services and workforce.
Participate in the hiring of academic and classified staff; supervise staff as appropriate.
Evaluate faculty and classified staff in accordance with proper management practices; implement articles of collective bargaining agreements.
Assist in providing for faculty/staff development, orientation, and in-service training for personnel as appropriate.
Oversee the development and coordination of the schedule of classes and faculty assignments for instructional programs.
Develop, monitor, and administer the unit budgets; manage financial resources consistent with district policy and sound financial management principles.
Work with the faculty of the assigned programs to provide required reports for program and college accreditation as needed.
Oversee maintenance of faculty and student records that demonstrate compliance with board and regulatory agencies and meet compliance with agency contracts, health regulations, theory, and clinical performance.
Work cooperatively with other administrators and supervisors to integrate and coordinate programs and services, including workforce and student support services, across the curriculum and at all locations to meet student needs; resolve conflicts and issues within and between units.
Encourage excellence in teaching and in providing support services and program development.
Maintain current knowledge of new developments and innovations in community colleges and higher education in general and the needs of surrounding communities served; recommend changes to maintain relevance of unit programs and to meet student community, and workforce needs.
Organize and chair meetings, lead workshops, facilitate group discussions, and involve faculty and staff in idea generation, goal setting, and decision-making.
Make presentations as necessary to various groups within the district, community, and state.
Develop and maintain effective working relationships with feeder high schools, four-year transfer institutions, and employers to assure maximum course articulation for students.
Facilitate the development of programs and services designed for the recruitment, retention, transfer, and employment of a culturally and socioeconomic diverse student population.
Responsible for the attainment of FTES and FTE goals, in keeping with established district fiscal and educational policies and within allocated resources
Provide leadership for, and coordination of, academic follow-up functions including such areas as probation, excessive units, drops and withdrawals, and compliance with remediation limits.
Plan, coordinate, and supervise the delivery of assessment and orientation services for all incoming students in compliance with state guidelines and college policies and procedures.
Perform related duties as assigned.
Qualifications
MINIMUM QUALIFICATIONS
Possession of a master's degree; and
One (1) year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment; and
Clear evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students. Knowledge of:
Higher education in community colleges, including the mission of the California Community Colleges; community college instructional and student service programs, principles, practices, practices and procedures; budget preparation and control; State reporting systems and procedures;
Curriculum development and course articulation;
Work-based learning practices and opportunities;
Skills and competency-based learning practices and approaches;
Principles and practices of administration, supervision and training;
Policies and objectives of assigned programs;
Applicable laws, codes, regulations, policies and procedures;
Prudent budgeting practices, including TCO principles;
Information technology systems and solutions utilized in the delivery of student services. Ability to:
Develop and evaluate comprehensive plans to meet current and future needs of assigned areas;
Integrate work-based learning into instructional programs, curriculum, and activities; facilitate development and expansion of credit for prior learning;
Develop and effectively manage a budget; identify resources and develop grant or special projects applications;
Plan, organize, develop, and evaluate student services and support programs
Apply current and emerging technology to support the development and delivery of student services;
Train, supervise, and evaluate personnel;
Apply and use effective interpersonal skills; communicate effectively both orally and in writing;
Interpret, apply, and explain rules, regulations, policies, and procedures;
Maintain current knowledge of program rules, regulations, requirements, and restrictions;
Analyze situations accurately and adopt an effective course of action;
Evaluate and support faculty and staff recommendations for program improvements and/or new service efforts.

DESIRABLE QUALIFICATIONS
Earned doctorate from an accredited institution;
Evidence of appropriate academic preparation or significant administrative experience in the area of leadership, organization, planning, development, staffing, budget management, evaluation, and supervision reasonably related to the administrative assignment;
Leadership experience in promoting diversity, inclusion, equity, career readiness, and academic excellence.
Demonstrated commitment to participatory governance, consensus building, and team approach to management.
Demonstrated experience in or commitment to integrating new technologies into the learning process and understanding of current and emerging instructional delivery technologies.
Ability to work effectively with community groups, educational entities, business, industry, government, and legislative bodies to develop partnerships and coalitions which result in better service to the community and students.
Knowledge of state and federal guidelines related to student services concerns, especially in the areas of matriculation, counseling and guidance, EOPS and CARE;
Knowledge of practices and principles of student services and student development, counseling, student equity, educational planning and outreach.

CONDITIONS OF EMPLOYMENT
This is a full-time, 12-month, management position, Level II, Range 32 of the Management Salary Schedule with starting salary of Step A, $13,047/month. Positions in this classification may be required to work varied hours according to need. Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined.
Being able and ready to work onsite at a Chaffey facility or location is an essential function of this job. Being able and ready to work in-person with Chaffey students, Chaffey employees, or other members of the Chaffey community/Chaffey partners/Chaffey contractors is an essential function of this job.
